I thought that it was supposed to work, but it didn't. I used that very same command in Minecraft Pocket Edition 1.14.30.2. It said syntax error. I looked up on other sites too. Notging useful. So it's my request please tell me if I need to enter any more detail. And that if you can help me out. Also just to be precise, I used the following command:

Also I use Hackers Keyboard (downloaded from Play Store), so it was easy for me to copy and paste.
CanPlaceOn and CanDestroy both work on Bedrock
Can Destroy: /give @p diamond_pickaxe 1 0 {"minecraft:can_destroy":{"blocks":["stone"]}}
Place on: /give @p stone 1 0 {"minecraft:can_place_on":{"blocks":["stone"]}}
