Is it possible to create a box and using a command block/s have a certain mob spawn within a radius thats within the box? So it spawns in a random location each time? Without a player being by it, so its always running?
This is for bedrock and the tick would be adjusted for say every 3 minutes

Also if you want it to constantly be running then you're going to need a ticking area. Check whether you actually want an area to be always loaded though as this will increase lag.

Use spread players. You can't spawn them underground but you can spawn them on the surface.
/spreadplayers <xCoord> <zCoord> <spread distance> <max range> <victim>
say you wanted to spread zombies around 100 200 randomly for a radius of 30
/spreadplayer 100 200 1 30 @e[type=zombie,x=100,z=200,y=62,r=30]
