fill to that location with cobblestone? In theory you can do this but you might run into a problem on creating an infinite loop where cobblestone fills in cobblestone and you blow up your world.
It would be much easier to setup a thing where you set down an armor stand on a block and it does what you want it to.
In a repeating command block type in
/execute @e[type=armor_stand] ~~~ tag @s add cobblestone
Then put a chain command block right on top of that performing
/execute @e[tag=cobblestone] ~~~ fill ~~~ ~20~~20 cobblestone
Then a final chain command block on top of that performing
/kill @e[tag=cobblestone]
******************!!!!!!!!!!!!BE CAREFUL YOU DON'T TAG OTHER ARMORSTANDS IN YOUR WORLD!!!!!!!!!!!!!*****************
If you're in Java there is likely a way to do this. In Bedrock/MCPE the best you have is my approach. Where you would have to activate different tags and based upon what is activated the effect you desire would happen.
Or I just thought of this and this is the best way to do it in MCPE imo
/execute @e[type=armor_stand] ~~~ detect ~~-1~ concrete 15 fill ~~-1~ ~8~-1~8
So the idea is you put down the block you want and then you place the armor stand on top of the blocks that you want to expand. So you would make multiple command blocks like this.
/execute @e[type=armor_stand] ~~~ detect ~~-1~ concrete 15 fill ~~-1~ ~8~-1~8
/execute @e[type=armor_stand] ~~~ detect ~~-1~ concrete 14 fill ~~-1~ ~8~-1~8
/execute @e[type=armor_stand] ~~~ detect ~~-1~ concrete 13 fill ~~-1~ ~8~-1~8
/execute @e[type=armor_stand] ~~~ detect ~~-1~ concrete 12 fill ~~-1~ ~8~-1~8
and so on.
You could also make it so it detects which block YOU are standing on and performs the command but depending on what you are doing this might irritate you.
Id like to fill an area with a placed down block.
Like this:
/fill x y z to x+20 y z+20 [block at position x y z].
Is this possible? Like cloning one block to a plane.
If I place a cobblestone at x y z, the block will fill to x y z x+20 y z+20.
How big is the area you are trying to fill?
Are you limiting your choices to specific blocks?

I want to be able to put down a block at say xyz 30 80 30, and than it shall fill a area thats 8x8 with that block
If there is a way to use the /fill command like:
/fill x y z x+8 y z+8 [block at 30 80 30]
So if i put down a black concrete at 30 80 30, the command block will fill 8x8 with black concrete.
128x128 in total.

If you want I can show you how to do it. It really is as simple as. Put down a block and then putting an armor stand on top of it to expand the block
