In Minecraft you can run the /playsound effect for all the sounds in the game. You can also replace the sounds with your own sounds via a resource pack. I went ahead and did that but when I run the /playsound command in a command block, I can only hear the sound when I'm near the command block that played the sound. Is there anyway that I can have a sound played from a command block set to a loud volume wherever you are in the game? To rephrase the question. can I have the sound follow the player at a loud volume even if they are moving away from the sound sphere?

Yea just set the volume to a high number, like 1000000, that should be be enough.
E.g.: /playsound minecraft:music_disc.cat ambient @a ~ ~ ~ 1000000
You need to run it as an execute command most likely. The command block is playing it from where it's at. Not the player.
/execute @e[type=player] ~~~ playsound <finish the rest>
What about sound?
Its even easier to do /execute @a ~ ~ ~ /playsound <finish the rest>
