i keep getting "unexpected } or { or even lvl" errors. is this a feature, or a bug?

dude, do:
/give @p crossbow 1 0 {ench:[{id:###,lvl:5}]}
on java and replace the ### with the ID NUMBER and not its name
This work in 1.14.4
If you want multi shot, then you have to remove piercing.
/give @p minecraft:crossbow{Enchantments:[{id:unbreaking,lvl:10},{id:quick_charge,lvl:10},{id:piercing,lvl:10},{id:multi_shot,lvl:1},{id:mending,lvl:1}]}
or /minecraft:give @s crossbow 1 0 {enchantments:[{id:quick_charge,lvl:5}]}
