Is it possible on the Windows 10 edition of MC, to have a command block do something like the following:
Prevent any player, SAVE THE OP, from placing or destroying a block within a certain block radius of the placed command block.
So If I said, I don't want any players to place or destroy any blocks within a 1,000 block radius of this area around the command block, is that possible and how can this be done?
True. A cloned area could work and it can be very effective for small areas, but I believe it would be a hassle when dealing with a 1,000 block radius.
Here are some downsides to cloning.
1) I believe if you mine a cloned area you can still get resources from the blocks.
2) A problem when cloning large areas repeatedly is lag.
3)If you clone something, you will also need to protect the area that's doing the cloning.
I don't completely know how but I know it's possible to not let players collect resources from cloned blocks. It might be with a plugin because I've seen this only in servers. You could also build the area that is being cloned out of reach of players, but it does have some flaws. And there's probably a plugin that lets only specific ranks break certain blocks.
Good point! Perhaps you could pair some type of /clear or /kill command with the cloned area so that blocks don't drop resources. Maybe even a /gamerule command in a certain radius could do the trick.
The area that's doing the cloning could be protected with bedrock.

You can use the /clone command to clone an area. (with a repeating command block)
It will copy air blocks so if you try placing a block, it will replace it with an empty space.

Yes. You can set certain areas to be protected on MC Windows 10.
This is done by using commands that change a players game mode into adventure mode when they enter the radius.
Then when they leave the radius you need a command that switches them back to survival.
I could type up all the commands if you need me to, but I feel this video may be more helpful for you.
One thing this video fails to mention is PVP. If you want an area to be protected by PVP combat you would use these commands...
1) effect @a[r=6] weakness 99999 255 true
2) effect @a[r=6] mining_fatigue 99999 255 true
3) effect @a[r=6] clear
Numbers 1 & 2 would add an effect to people that would disable the ability to deal damage.
Number 3 would be placed somewhere outside of the radius to clear the effects from a player.
