There's usually 3 strongholds per world and they don't all necessarily all have a portal
All strongholds always have a portal; in fact, the game will regenerate the structure until a portal room has been added. The only way you will ever not find one is due to a generation error or updates when a stronghold straddles chunks generated in two different versions.
The fact that the OP found the stronghold underwater tells me that the portal room is almost certainly separated from the rest of the stronghold - it may even be floating by itself underwater as it is the only part that can generate in water (even underground lakes and springs, both water and lava, can prevent pieces of a stronghold from generating, like in this example; the lava lake seen to the lower-right of the portal room prevented part of the stronghold from generating and left the portal room a good distance away from anything else; it would be very difficult to find this in Survival without cheats or mapping utilities (Eyes of Ender are supposed to lead you to the portal room but they have been broken since 1.6.4 due to the game not saving the location of the portal room in the structure data and instead using the actual start, which is a spiral staircase. At least in 1.6.4, not sure about later versions or other editions, they do work for newly generated strongholds until you reload the world).
The portal rooms can be a pain. I had a stronghold generate under a town. Found a small section of the stronghold that only had like 5 rooms to it that all dead-ended. I even went as far as copying the world to creative mode and chopped up down and all around and couldn't find anything. I gave up and went to a different one where the end portal was easy to find.

Its very small with just one chest and a library. I went to creative and mined every block in every direction without even finding another stone block. Since End Portal 'blocks' are indestructible, I blew up everything within 100 blocks in all directions. Including bedrock to surface (bye bye village). To test this theory, I created a portal then covered it with TNT. The portal I created survived. There was an abandoned mine next to the stronghold, so I placed tnt in every tunnel and blew that up. No portal. I think there may be an exception.

I explore my maps and after an hours i find a stronghold , i try to find the end portal but i see this stronghold is too small and underwater

Did you find the stronghold using eye of ender? Sometimes the portal is buried behind a wall.
