I'm having trouble getting a dark room spawner to work. I am getting zero spawns. A little background on the spawner:
It is made of four 9x9 spawning platforms, two blocks high. It uses a three wide water canal leading to a drop to kill the mobs. I have trap doors lining the edges of the platforms as well as the drop point.
I have doubled checked and there is no light in the spawner (roof has been rendered mob proof)
The spawn platforms set at y level 163, and I'm currently afking at y level 136 (I have also tried to afk at roughly 180).
I have built the spawner in a swamp biome near base. I chose not to go with ocean because I don't really need it to be super efficient (just need some gunpowder) and I wanted it relatively close to my village. The nearest ocean is quite far away.
I haven't explored caves around, but at the y level I'm at and render distance set to five chunks, I figured I should at least be getting some spawns. I had planned to light up caves once I was sure I had it working.
Any advice would be greatly appreciated. I've been trying to get this to work for three days now.
It "works as it should", but Win10 does not work in some ways exactly like the java version does (or, depending on how you look at it, the java version doesn't work like Win10 either). There's two different versions of "Minecraft", and they don't work exactly alike (and probably never will).
All "minecraft's" are not alike.
However, this is only the first version of BTU, and there's many changes to come in the future- just like the java version is changing all the time.
If you've tried to do something (like a dark room spawner) from a YT video, stick to BTU videos to avoid frustration and confusion.

Just wondering, what are you basing your statement of "works as it should"? On the console edition 4J Steve would occasionally confirm whether a game mechanic working differently than Java was intended or not but I haven't seen anyone like that for 'Minecraft'. Not saying you're wrong (or right) just curious.
I made a copy of my world and went into creative mode. I found a massive cave system under where I built the spawner. I lit the cave and killed all entities using /kill command. After that I got about five move to spawn in my darkroom. After that, they seemed to stop again.
I then went over an ocean and rebuilt the spawner. Same story there, no mobs. I'm going to try moving out further away from land to see if it changes anything, but it seems like it's definitely a bug (since I did get a few to spawn).
You didnt accidentally build it on half blocks did you? Have you tried a three high space? Also, you are sure they are not spawning, rather than spawning, but not falling into the water for some reason?
No slabs in the whole building. I haven't tried a three high space. I'll try that and see if it changes anything. When I was in creative I afkd for a bit and then flew up my drop shoot inside. There were mobs inside, so they're definitely not spawning.
I also rebuilt it in a super flat world woth daylight cycle set to false, at y=200 and still had no spawns.
I can trying moving it down in creative, but I originally built it much lower than y 163. Not entirely sure how low but I'd say around y 80. I moved it up thinking that it was too low to get spawns.
In terms of the mob cap being low, I've actually noticed that when exploring natural caves there seems to be a really high amount of mobs. While it hasn't been every cave, there have been quite a few times where a cave system seemed to have a disproportionately large number ofobs. I think I counted about fifteen mobs in a small 10x10 (roughly) pocket of a cave. I original figured that they had all just happened to path find to that area, but I've seen this about three different times now.
With that in mind, I thoughtaybe there was a mechanic that favored spawning in natural areas. So I went to a fortress that had a fairly large cave in it(one of the places id noticed a high amount of mobs) and built a very simple spawning platform in a library. I then lit up as much as the fortress and surrounding cave as I could, and still no mobs spawns in the platform I built. At this point I'm kind of out of ideas other than building a massive spawner, which probably isn't worth it for a bit of gunpowder.
So I was working on a cactus farm in my creative world today and just happened to notice that the dark room spawner seems to be working now. I didn't change anything about it. Interestingly it doesn't seem to matter what y level I'm at. I've gone from y=6 to y=123 and seek to be getting consistent spawns in both places.

It seems as though something in mob spawning may just be broken. I set creative to night and I'm not even getting spawns on a regular flat surface

Update: seems to only work in super flat worlds
There is a bug in bedrock edition where mobs won't spawn unless they're open to the sky. ..or from a spawner
I don't think this is correct, I've definitely had mobs spawning in caves
