You will also need to know how to code addons, which is quite easy. Minecraft addons use JSON to have things work. https://www.tutorialspoint.com/json/json_syntax.htm
Once you are done with these, you can open up other addons and look at their code to see how things are done.

This may be sort of a long shot, but I can't imagine it's impossible considering other people or small groups create add-ons that can be purchased with coins. All I wanna figure out how to do, which there's doesn't seem to be a lot of information surrounding it unless I'm misunderstanding it, is I wanna be able to do the same. I wanna create some skin packs for people that they can purchase with coins. I specifically wanna do it for Xbox One since that is the device I primarily play on, but of course I'd want it to be available with everyone. They also wouldn't be copyrighted characters or anything like that, of course. So I figured if I wanted to do that like other people can, it couldn't be impossible for my to, right? Is it possible that along with the add-ons you mention here, that it's possible to do the same with Skin Packs and release them somehow?

In order to sell your add-ons for coins, you actually need to register with Microsoft. The FAQ says it doesn't have a official marketplace - https://minecraft.net/en-us/addons/faq/. However, I also found this https://marketplace.minecraft.net/en-us. One of the links on that page is how to add to the Minecraft Marketplace - https://partner.microsoft.com/en-us/minecraft, which looks like you need to register as a Partner.
