It's really strange and annoying problem. I played on xbox one edition and know imported my save to better together, but situation is the same. I don't need to breed any animals they spawning in such huge numbers and now they everywhere... and the same situation is with monsters, they spawning even at day some times and burning right away or hiding under the trees. Is this normal? Because I used to play Win10 edition too and there is no such problem...
On the original xbox one edition getting enough of anything was a nightmare due to the lack of mobs.
I could never complete an ender portal or even have many ender chests due the the fact that endermen were so rare.
Zombie villagers were extremely rare which made it difficult to turn my settlement into a village
Then there were the blaze spawners.
After waiting a while for a blaze to spawn it often wouldn't drop anything making it annoying getting blaze rods.
Now in better together the blaze spawners work overtime spawning 3 blazes at a time meaning getting blaze rods are no longer a chore.
After playing better together I can't believe how bad the console editions were.
I used to look at youtube videos of mob farms and could never get them working properly on console due to the stupid mob caps. Maybe now i'll have better luck.
regarding hostile mobs, they aren't spawning during the day, they are just left over from night and lurking in the shadows. Minecraft was way too easy before. Now I really have to be careful when I'm out during the day.
To answer OP's question, yes I think this is normal. The Xbox One version was pretty limited by mob caps and it seems those caps have been raised or removed entirely I'm not sure.
It's an adjustment, and I agree with you that livestock farms aren't so much needed any more unless, I guess, you build a base in the ocean or desert or somewhere where livestock doesn't spawn. Chicken farms are still needed, maybe, until you can get Infinity on a bow.
Just be careful when you're roaming around in the morning hours, for the night is dark and full of terrors.

They don't seem that way to me. One of the first things I noticed when I first used the Windows 10 version was the sheer amount of mobs.
It doesn't seem that different to the xbox one beta to me.
I have different worlds on each but there are still a lot of mobs.
I suppose it could seem different if you have a different chunk rendering set on both.
My xbox one is set to maximum 22 chunks while my underpowered laptop is only set to 6 but there are loads of mobs even in that 6 chunks. And I really like it like that.

It's great that in the Windows 10 and Xbox beta I can actually find endermen and getting blaze rods is no longer an agonising chore because the blaze spawners work properly in the beta. On console it can be frustrating waiting by a blaze spawner and in a few minutes only a couple of blazes spawn and neither of them drop rods on death.

something I have noticed though...i made my first foray into the nether yesterday. All fine until for no reason, a zombie pigman suddenly aggro'd on me. I was so shocked I died in two hits. Respawned and ran back to get my stuff and while picking my things up it happened again, about four or five of them. Died six times before managing to retrieve most of my gear. Is there a percentage chance of being attacked by them? If so, I am very wary heading into the nether now. It used to be ghasts that caused problems but I'm very wary of pigmen now!

hmm, not sure. I haven't had that happen yet, but I do like the increase in mobs. Worlds just felt empty before and having mobs lingering about during the day keeps things interesting. Things were way too easy before.

So there could definitely be a bug, however for the not-burning thing, did the zombie have a helmet on? Hard to tell in the picture. I don't know the chunk load radius - is it the same as the draw distance? If it is, then 22 chunks is quite a ways. 352 blocks? That's a full upgraded map's worth of distance I think? So if you went to bed after dark, it's conceivable that zombie spawned a couple of hundred blocks away and was just waiting for you.
Or...any caves nearby? Maybe it spawned down below and came topside to check things out? Still would require a helmet to not burn up on that sand dune...
I haven't yet seen any non-burning, non-armored zombies or skeletons, but I'll keep an eye out. I do find hostiles far away from my spawn chunk if I go to bed after dark. I've chalked it up to a greatly expanded chunk load radius. Maybe try reducing the draw distance to 10 chunks (I think this is what Xbox One version was) and see what happens?
came across a zombie today that didn't burn, but he was armoured. It looks like the one in the picture hasn't got any armour on though. Unless he's stood in a puddle!
I've had helmeted ones attack me in daytime. Seems that's the only required armor piece. One of them helpfully dropped an Aqua Affinity I helmet for me.

That's kind of what I was getting at before with my "chunk load radius" vs. "draw distance". There does seem to be growing evidence that you're correct. That is, chunk load radius != draw distance. Though for spawning purposes, maybe they are the same?
Last night I flipped the direction of my Y=12 branch mine so that I'd be mining directly under my crops, to see if I was just mining too far away (though I was far less than 22 chunks even in the farthest branch) for things to keep growing. Of course it'd be much easier to test this using creative mode and a redstone contraption, or maybe just pushing a minecart on rails off into the distance and seeing if it just stops X chunks away. I've never really done any fiddling with chunk loaders or the other things that detect and make use of loaded vs. unloaded chunks.
Distance for random ticks (crops growing) is only around 100 blocks, far less than the draw distance, and far less than the old version. I haven't nailed down exactly how far it is yet.
As for items never despawning, if you drop an item and move out of render distance it will never despawn, as soon as the chunks go to lazy processing the despawn timer stops. This also could be the reason the mobs appear to be spawning in daylight, if they are trapped in a chunk as it turns lpc they will not burn, move, or despawn. Perhaps the bug isn't that they are spawning in daylight, its that they aren't despawning when the player gets far enough away, trapping them in the lazy chunks? I'll have to test this.
Also the excessive mob spawning has been reported too, although I'm kinda liking the amount of hostiles. Passive mob spawns could definately be lowered to encourage us to build farms. It doesnt take long to come up with a stack of steak just by running around and killing off passive spawns.

I am getting a little tired of wandering 15 chunks away from base only to be ambushed by a creeper. DESPAWN ALREADY YOU JERKS!

The mobs not despawning is a reported bug. I did a test similar to the one the reporter outlined and got the same results he did.
