On October 2, 2014, 4JStudios announced that they have started making Title Update 20 across all platforms. They said it will be equivalent to the Java 1.6.4 version. What I want to know is, why 1.6.4? wasn't that a bug fix update without a changelist?

No-one knows if we'll be getting command blocks. We don't always get all the features of an update. A notable thing we didn't get is the book and quill. That feature was too difficult to implement on the console editions. We may not get command blocks either.
Its all speculation, all we know for sure is that 4j steve twitter posted that it will probably take them a long time. We can speculate that they will either work very hard (hopefully with ownership of microsoft more employees are added, maybe microsoft understands that spending money on a game that cant lose money only rakes in truckloads is worth it) and have it done near halloween (to coincide with the very scary update of patch) or, like TRYhArD_Un1cOrn pointed out, beginning of next year....
If it's done by Halloween that would be pretty cool.

If you've played Minecraft before an update was announced, you will recognize that these updates take a long while to be created.

Unless you work for or have inside info about 4J Studios this is just unsubstantiated claims. Many developers have multiple teams working on multiple projects all at once. Truth is, there's only one person on this forum who would know the answer... and he doesn't post unless he has something really important to say.

Ahh, but you see, I didn't say that this was rock hard evidence. I just was saying that this update (especially one that's this massive) is likely not going to happen unless of the EXTREMELY unlikely event that I stated above. Also no, I don't work for 4J. It would probably be fun though, creating and testing new features for on of my favorite game titles (the others are the Elder Scrolls and Halo).
Don't get your hopes up. This update will take at least 6 months based on how long previous updates took from annoucement to release. So that means we'd be talking April/May 2015.

Yes, but also take into effect that we have almost all of 1.4's features already. 1.5 is a pretty big update but still doesn't have too much. 1.6 is also not a huge update. No way its going to take till spring, mark my words.
