Hi I'm ZhiValdoI think U Can use Gimp at : Gimp.orgor U can Search at google for editing pixels pictures...sometimes I use Paint because I don't know how to change the Gimp file into PNG file... And I'm Actualy still trying to Know how (Like you...)
you need to extract the minecraft apk into a zip and then unzip it to get the files, then you can edit the images to make the texture pack, but as EnderRulesMC said, you can only use the texture pack if your are jailbroken of rooted
Since no one actually detailed how to make a texture pack, I'll give you a quick rundown.
1. Get Paint.NET, just do a Google search, it's one of the best pixel by pixel editors out there.
2. Create a 16 x 16 file, and erase all pixels, leaving a transparent background.
3. Place colored pixels wherever, but try to make them look like they belong together.
4. When done, obtain your items.png and terrain.png from your apk or .app, and place the file you created over the block or item you want to retexture.
5. Put the files back, and run Minecraft PE.
6. Profit.
You'll need lots of practice to get good at this though.

If on a windows hit CTRL+SHIFT+E and export it to png. That is if your are on version 2.8 or higher. If on 2.6 or lower do CTRL+SHIFT+S and make sure the file ends with a .png

UTK.io glitches for me when ever I use a Texture pack. The grass block's dirt Texture is just black when I run the pack.

Same happens with me. Try unzipping the .mcaddon file by changing the extension. That should let you edit it.
