Like Khooplah said, apps are "sandboxed", meaning apps must stay in their own data files. However, it may be possible to drag some special app file into your MCPE app files via iFunBox (no jailbreak required) that allows you to change the skin. There is nothing like this, though, currently.

That actually gave me an idea of how Mojang could allow users to make mods without jailbreaking...In iTunes you can drag files into an apps documents without jailbreaking or using iFunBox, so Mojang could create some special format that allows you to make mods using the documents folder! Brilliance!
Anyway, to change textures and what not, your going to have to use iFunBox.

If you want One You need to know a couple of scripting codes and since this is not Java It will be harder but I support your Ideas ( Trust me Its Really Hard To program something like this )
