Well, ISE has not added the abilty to make new amour so that would have to be a re- texture, but the mo-biomes mod could be possible but insanely difficult and would require "for" loops for days and would replace a ready existing biome.
Also, read the format for the ideas!

Dude, just be patient the MCPE team is adding most of the 1.7 biomes for 0.8.0

Actually it's going to be in 0.9.0 so they can release 0.8.0 this month.

i got the ideaa from a mcpc minigame called Mob pvp Smash, iron golem class made blocks lift up and knock people far away if it hit them

Already made a wand and if you tap a block it lifts it one block higher.

To do: Make you able to throw the blocks!

Ah... just woke up and finished it, just need to fix some bugs and make it less OP.
