Are there plugins that make the server stop allowing people to join at a certain amount of people. And than when someone gets 25 kills, the server kicks everyone, And restarts the map.

Are there any protect spawn plugins yet

Pocketmine has a built in spawn protect. You can modify the server properties file to change radius.

It'll be greate, if plugin will check last ip and enter players, who have same ip, without whiting password, but ask those, who have changed
1. admin 192.168.1.2 /login thegreatestpasswordever > ready to play
logout
2. admin 192.168.1.2 > ready to play
3. admin 66.x.x.x > write /login

or make whitelist ip list, such as 192. mask

How can I set a command so that certain parts are required
For example I am working on a warning system and would like it to require a username
So as of now if a user types /warn with nothing else it will say: "Warning, , !" But I want it to tell the issuer the correct way to use the command (/warn <player> <reason>) also how (if at all) can I make it so there are two possible outcomes for one command for example:
Issuer: "/warn Steve" Chat: "Warning, Steve!"
Or
Issuer: "/warn Steve Griefing" Chat: "Warning, Steve, Griefing!"
