No, Mojang does not care. Mojang has always been very supportive of the modding of Minecraft, and are even introducing the modding API to Minecraft PC to assist modding. Hopefully something similar will find its way on PE also.

It would not require jailbreak if the actual game could load and unload mods. BlockLauncher does this already. If Mojang added mod support it would work. The reason iOS users must jailbreak, is because of installing the needed apps to jail break with, because Apple won't allow the modding tools to be on iTunes.
I think mojang approves modding for mcpe because sometimes mods actually help them fix bugs and stuff... for example 500ISE's mod that fixes the bug where fire burns tnt instaed of detonating it... or something...

Here's a better thing to say in the title do they support modding not do they care cause they do helps with finding a way to put in another region of coding I'm probably sure they are waging for the next update for Treebl ridding mod so they can implement it to the pigs so when saddles are released we will ride them
No they don't care. But the iOS platform is very locked down about tampering with apps so it requires a jail broken system. Android just doesn't care and we can mod whatever we feel like. I hate iOS
