This morning I recently finished building a mob farm that I have been working on over the last few days. However, to my disappointment, it has hardly spawned any mobs at all. To put that in perspective, it spawned about 5 mobs in one hour.
After doing some research, I still can't understand why they aren't spawning. So if anyone knows what the problem is... PLEASE LET ME KNOW!
I have attached some screen shots of the mob farm below. (The farm is 32 blocks high and the spawning spaces are 3 blocks high)
But I'm curious about your suggestion, how would that help? Do they spawn more regularly when it is a higher elevation?
No, they don't and what mob you want to grind/farm?
Is it hostile or passive?
If it's hostile, then you need a very dark room for hostile mob to spawn. Hope this help.

Thanks for replying. Firstly, I am trying to hostile mobs. And also, since I am using wood planks as the building blocks, are they dark enough for hostile mobs to spawn? And if they're not, what blocks would you suggest?

Make sure you are on difficulty hard, if it still not working check out my mob grinder at show your creation forum.
Monsters do NOT spawn on slabs, if you are using double slabs then they wont work. You also need to be 30-100 blocks away for them to spawn. There can not be a cave nearby, or else the mobs will spawn in the cave! Dig under the spawner-drop-area a ways to look for caves, and light them up!
When I had a spawner grinder like you do, I built three layers of mob-spawning water-pushing grinder-ness! So adding a few levels all going down the same hole may actually be more worthwhile, because it increases the monster spawning A LOT!
There is no real difference between the PC and MCPE/W10 version. The issue is a bug (vertical distance issue) which has been documented. Please log into Jira / Create an account and upvote this issue: https://bugs.mojang.com/browse/MCPE-12422

Is there any update to the MCPE bug mentioned above? I'm running v.1.4.2 and haven't gotten any mobs out of my farm, either.
I built a 20x20x2 space, surrounded entirely by blocks of cobbelstone, dirt, granite, anthracite, or diorite. There are four 2 block wide channels running from the middle of each side to the 4x4 square in the center with trapdoors over a 25 block high chute, with 2 water sources at the ends of each channel. The whole thing is built around 8 blocks above the surface and is over a large chasm with no caves nearby.

Yeah, I'm also thinking it must also be a bug. As I said, I've done some research and there doesn't seem to be any technical thing wrong with it.

Also add some water to the corners so it washes the mobs to the channels, you could be spawning many in there that don't fall into the hole.

Mobs won't normally spawn over water though, will they?
Exception being an actual mob spawner in a dungeon.
They don't. But they will wander into water that is only 1 block deep and get washed away.
Please go vote for the bug in Jira, or the issue of mobs not spawning vertically will never be fixed: https://bugs.mojang.com/browse/MCPE-12422
