The wiki states that there is 5% among zombies to spawn a zombie villlager, so 1 in 20 zombies is a zombie villager which you can find it pretty easily however, i spent nights to find one but no luck. Is it actually true that there the odds to find a zombie villager is 5% because i slowly doubt that these are lies.
The chance of a pack of zombies being zombie villagers is 5% but the pack size is only 1, compared to 4 for normal zombies (e.g. the spawn list for Plains, which is representative of most biomes), so the real chance is (5% * 1) / (5% * 1 + 95% * 4) = 1.3%, or nearly 4 times rarer. This wasn't always the case though; in 1.6.4 they are indeed 5% of all zombie spawns as they spawn in packs of 4. I think the change occurred in 1.11 when they made zombie villagers a separate mob (previously they were a variant of zombie so there was only one entry in the mob spawn list with the variant for an entire pack randomly determined by the first mob spawned in a pack). Another side-effect of this change is that zombie villagers can no longer spawn from naturally generated mob spawners (you have to use a spawn egg/commands/NBT to set the mob inside to a zombie villager, and then only zombie villagers will spawn)
I suppose the other obvious thing for the OP is if he is wandering at random looking for them, his chances are even less because zombies will be spawning in areas underground such as unlit caverns or enclosed cave areas that are near the player but he can't see, so that percentage you mention MC is further reduced by the actuality of mobs he can observe at any one time ...

On bedrock the chance is way to high, around 33%, but I think on java it is around 2%. I could be wrong though.
