1.) That high up, Endermen may not be able to pathfind to it, and so ignore it as something they can't hit anyways. Try putting it at ground level and giving them supposedly-walkable paths to it over open trapdoors and/or signs.
2.) I seem to recall that Endermen ignore endermites spawned in with a spawn egg or commands, and only attack naturally-spawned endermites produced by them teleporting or a player using an enderpearl.
3.) They also need to be able to see it. I don't THINK the walls of the minecart block their view, but putting it at ground level may also fix that problem if it's what's going on.

An alternative would be to try lowering the mite and the ground just around it, that way the endermen further away would see it and come running, though I don't know for certain whether they would lose interest when they lost sight of it.
Probably easier and more certain to work to just lower the mite and widen the hole by a few blocks.

So recently I built an edermen farm and at even when finished my endermen wouldn't get mad at my endermite does anyone know how to fix this?
I’d try either lowering the endermite a block, or getting a new endermite, if neither of those work, I don’t know what’s wrong.

Did the endermite come from an ender pearl?
Otherwise I don't think endermen will attack it (at least not until 1.17)
But I think it's most likely that the endermite is too high up so the endermen can't see it.
Just testing.
Its either too high or you spawned the endermite using a spawn egg or commands.

In survival no cheats, where else could a mite come from?
Also, I think it's that the mite is in...a minecart, is that it? I can see its body poking through underneath, hard to tell what that is.
Probably new mite. If it's lowered any more, the enderman may not fit into the hole because the gap is too tight for them to push each other into it.

The endermite needs to be at little bit lower level cause they can't get aggressive. I think that is the solution.
