....My fishing rod had broke and when I went to enchant a new one I got this error. Is this new? I have never found a bug in Minecraft and this coming up genuinely threw me off. If anyone can tell me what could have caused this that would be nice. I assume that resolving the bug would just require me to enchant a different tool/select a different option. Any info would be much appreciated though! I am also willing to answer questions if necessary!

I've seen cases when the enchanting table just leaves the first or second slot empty when it doesn't pick an enchantment to go there but I've never seen that message.
You'll probably have to choose the bottom slot or enchant something else to get a new set of enchantments.
You might not have to get more XP levels, you could try blocking some of the book shelves with torches or something to lower the XP cost.
