Hi, I'm currently working on draining a monument and transforming it into a base and I also plan on draining the space around the monument. I only want the main entrance to remain under water in a glass tunnel as some sort of "underwater entrance".
I haven't finished building yet but the guardians really go on my nerves because of their sound as well as the annoying lasers that keep killing me. I figured that when I drain all of the ocean around the monument including the monument itself all of the guardians would probably spawn in my glass tunnel entrance and I don't want that. So first of all could someone please confirm that there would be guardians spawning at all and maybe how I could prevent them from besides playing on peaceful.
Also sorry for my lack of english skills, I'm from germany.
Yes, if there is water inside or above the monument guardians would spawn there unless you manage to stop them.
Peaceful mode or a command block that kills the guardians or teleports them somewhere else would work.
Building your tunnel 2 blocks high with a non transparent roof should also work, but that probably defeats the purpose.
(According to the Wiki they need 2 block deep water with the block above non transparent to spawn.)
Connecting your tunnel to the basement, under the floor of the monument itself, might also work.
I'm not absolutely certain but I think guardians don't spawn under the monument, you'll normally find loads of them there but I believe they spawn higher up and swim down.

Looking at the picture of a monument in the Wiki, I think you might be able to have the water level up to the doorsill of the entrance but the doorways themselves would have to be above water.
Maybe you could fake it by filling the top of the tunnel with blue glass, but it probably wouldn't look quite the same.
If using a 2 block wide tunnel (the entrance is 2 blocks wide i believe?), you could run your tunnel up to the entrance, but remove the water just between the entrance and the edge of the monument (use signs or something to hold the water back) like my sketch below.
Hex's U bend idea ( ) would also work, Guardians only spawn inside the bounding area of the Monument itself which does not include the pillars it often generates on. Obvs, guardians do appear in these areas but that is because they have usually drifted down from above or swum in from elsewhere.

Just testing.

Mintutor now works in 1.13!
MrKite & Mc_Etlam ... I salute you!
Okay well thank you very much I hope I'll find a way... I'm testing the blue glass thing right now maybe I'm lucky
Okay I see what you mean by holding the water back that's actually a good idea and I'll definitely try that. Thanks!
