Trying to enchant my fishing rod but the enchantments come up blank and unclickable. (no text). Also no 3rd enchantment option. Crafted another fishing rod and tried it again but the same thing happens, broke the enchanting table and placed it down again but it happened again. Quit the game and logged in again but still the same thing. Any ideas why it's happening?

Does that actually matter? yesterday i was playing on my other world and had no bookshelves around but i could still enchant stuff just fine. My problem here is the enchantments come up blank and when i hover my mouse over it, it shows no text. I will still try to add more bookshelves though.
You get better enchantments with more bookshelves.
(On average and in general, you can still get bad enchantments with a full 15 bookcases but you can't get the high level enchantments with too few.)

I think the blank and empty enchantment slots are normal when it can't find enough low enough level enchantments to fill all the slots.

I'm a bit surprised that your enchantment level are quite as low as they are with 3 (or is it 4) bookshelves, have you got a 1 block space between the bookshelves and the enchanting table?
Fishing rods have a very low enchantability compared to what is required to get the enchantments they can get, so you need more than a few levels (at least 4) to get anything:
Also, you need to enchant something (anything) in order for the enchantment offers to change; this was done to balance out the fact you can see one of the enchantments that you'll get, and the "seed" is saved with the player so all enchantment tables will be the same (before it was completely random so if you could see what you'll get you could just keep replacing the item until you see what you want).

I planned to enchant multiple 'Warped Fungus on a Stick', (no bookshelves) and combine them into an Unbreaking 3. 2 sticks got enchanted, and then the table stopped responding to anything put in it, with or w/out Lapis.
Broke table, restarted, I even made a second table, and tried a bookshelf. The table is B L A N K , not showing possible enchants to any items put in since those two Fungi on Sticks.
My fix was just to spend the emeralds on a book off a Villager. Not that it "fixed" the table.

Whether it was intended or an oversight I'm not seeing any reason to think its implementation is glitched, the blank enchanting table seems like a normal risk of using it at extremely low enchantment levels.

It shouldn't have allowed any fungi-sticks to be enchanted. The enchantment table should have been blank for the Warped Fungus on a Stick, just like Carrot on a Stick, Flint and Steel, Shears, a Shield, or the Elytra.

For what it's worth, a carrot-on-a-stick can also be enchanted on an enchanting table in Bedrock.
During the Beta there was a bug report about not being able to enchant fungus-on-a-stick (in an enchanting table) and that was marked as "fixed" (in 1.16.0.63 Beta) with no mention of it not supposed to work.
As much as I myself throw quotes from the Wiki around as evidence the Wiki is maintained by us users and, while usually trustworthy, isn't always entirely correct. In particular I get the idea that Java users are much more involved in updating it and so information about the differences in Bedrock sometimes sometimes don't get pointed out.
