So I need to trade with a cleric for ender pearls. They unlock the trade at Expert. There is only one trade slot for the ender pearl, so there is a 100% chance to get the trade, but for some reason, It's not there. Here are the Cleric trade GUI and their trades.
I think it has a chance to be another trade, not sure which one, but i think its possible for the ender pearl to not be a trade.
No. The ender pearl has a trade slot all to itself. You can see because it is the only one in the 8 row. Whereas the glass bottle and the scute share row 7, there will only be one in the trade GUI.
Yeah, despite what the Wiki claims they don't seem to do that trade, I leveled one up to Master and got the Nether Wart and Bottle o' Enchanting trades whereupon the scrollbar started working but the ender pearl trade was missing. Tested in 1.15.2
Found it, the Ender Pearl page in the Wiki says "In Java Edition, expert-level Cleric villagers have a [sup]2[/sup]⁄3 chance to sell an ender pearl for 5 emeralds.[Java Edition only][/sup]"
So it seems you need to try again with some more villagers.
Yeah, despite what the Wiki claims they don't seem to do that trade, I leveled one up to Master and got the Nether Wart and Bottle o' Enchanting trades whereupon the scrollbar started working but the ender pearl trade was missing. Tested in 1.15.2

So it seems you need to try again with some more villagers.

To download the other ones you need to make a folder in the versions folder for minecraft and put the client and JSON file for the versions in there. They all need to be named the same aside from file extensions. Once you do that, you will be able to choose that version when making a new profile with the minecraft launcher.

Ok so it turns out I was just dumm. The villager did unlock the trade, just minecraft was being annoying and I had to scroll really far just to go down one line. And my mouse sensitivity is kinda low, I just didn't know it was there. Thanks anyways for trying to help!

There is no such thing as 'special minecraft mouse'. The poster was trying to help you out with your mouse sensitivity issue, so no need to be uncivil. Speaking of which, there are mouse sensitivity settings in Minecraft options you might want to adjust.

Im happy with my mouse sensitivity. Too much more and Its just too much. I figured it out anyways now. And ya maybe I was a bit rude so sorry, just I don’t like it very much when people advertise on other people’s threads and other stuff like that.

Exactly. My first cleric didn't offer the trade at expert level, but my second one did. I consider myself lucky.
Returning to the topic of this thread (according to the title), I agree that villagers can act pretty stupid. They don't always find a bed at night, preferring to stand out in the open all night in front of a house with empty beds. They wander away from the village sometimes and have to be rescued. The most annoying thing they do is lock up their trades permanently even at expert or master level. I think it is due to them wandering too far away from their workstation, which is then claimed by a new jobless villager. When that happens it can be extremely difficult to fix the problem, especially in a busy village where there are multiple similar workstations scattered about. It is hard to tell which workstation belongs to whom.
Aside from that, villagers have improved immensely since the village and pillage update. Now you can recognize every profession by the clothes they wear, which is a real time saver. And they are adorable, especially the babies. So I don't consider them annoying overall.

Hopefully this issue will be addressed at some point. It would be easy enough to implement. Let's say a villager synchs with a smithing table to become a toolsmith. The game could automagically rename the smithing table to "Smithing Table1" and the villager concurrently gets renamed to "Toolsmith 1". That way there would be no confusion about which workstation belongs to which villager and make it much easier to manipulate the professions of your villagers as your needs change and grow, or to 'fix' a broken villager as you mentioned above.
edit: the synch could even be color coded - blue stripe on smithing table corresponds to blue socks/tie/hat/whatever on toolsmith. That actually might be a more elegant way of tackling this problem.

Did you try scrolling his trades down?

Yes I did. I tried re-logging as well, but no use, even tho you can see the scroll wheel in the GUI

Java edition villagers don't implement trade slots, so the chart you've attached is most likely for bedrock.

I have a different named mouse that looks exactly the same and works like a charm.
This link is to the program X-Mouse button control. It allows me to set the sensitivity of my mouse. I think it was linked when I purchased my mouse.

1. Pole objectives not adequately defined.

3. OP actually confessed the problem to be user error and not a villager issue.
