I'm playing a survival island seed and shortly after a thunderstorm, I increased my render distance and I saw a couple of mobs rise up from the water near my home. One despawned fast and maybe was just a fish or some bubbles but the other was a creeper, and from the distance it was hard to tell but I don't think it was charged. Of course, it's possible that it was a regular creeper that swam up from a partially underwater ravine by accident, but what are the odds? I went to get my boat and it despawned by the time I came back to where I saw it.
I know in previous versions of the game that trap horses would spawn in lightning at random, including on the ocean, and this was changed so they now spawn from horses struck by lightning. I thought charged creepers were made from regular creepers hit by lightning too, but if this one was from the storm it clearly spawned from nowhere, my island is lit up and there's no other land anywhere near enough.
Anyone else find creepers on the ocean after an island storm?
Are you sure about skeleton traps spawning from horses struck by lightning? There's nothing in the Wiki about that.
Could you be confused by the lightning that strikes the lone skeleton horse when the trap is sprung and it is replaced by the 4 skeleton horses with riders? Or maybe somebody saw a skeleton trap spawned by lightning in a flock of horses and just assumed it came from one of the horses?
Apart from a skeleton trap I think the only land mobs I've come across way out in the ocean are chicken jockeys and lone chickens, presumably from an underwater cave/ravine like you suggested for your creeper. Normal zombies sink but the chickens make the chicken jockeys float.
The wiki reflects the most recent version and earlier behaviours are only loosely documented in History or Development most of the time. It is definitely the case that trap horses used to spawn from lightning alone rather than lightning plus horse.
Creepers are known for trying to climb up high walls uselessly and sometimes accidentally climbing ladders or swimming, much like many other mobs. It's just that there are no caves underwater in that region, I checked.
The thing is, this creeper didn't look charged, but I should have just sped swam over to get a closer look - I just didn't want to lose my fairly valuable fishing gear but I lost it anyway to a pair of creepers in a ravine shortly after and ragequit/deleted the world.
I'll start it again today after the next snapshot/pre-release and wait a while, the storm takes about a week or three hours of real time in this seed.

Just testing.

Seed is just '4'.
