I don't know exactly what you mean by idle sound. Do you mean a sound (like a moo or a bark) that the creeper would make when not moving?
If that is what you mean, I think it makes sense for a Creeper to not make any sound until it hisses right before it explodes. That is the only thing that makes the Creeper dangerous. If it alerted us to its presence before getting within explosion range, you would only get killed by a creeper if it fell out of the sky right on top of you.
The only time an idle sound comes into play would be when it was close by but not alerted to your prescence, such as behind a wall. An idle sound then would alert you to its prescence, which would be disadvantageous for a creature whose only attack depends on stealth as Toadrunner said. If you imagine the creeper as a creature that has evolved over time, it would evolve to make no sound to deliver its payload as best it can, or perhaps mimic other creatures to whom you may wish to investigae for one reason or another ...

I suppose we would have to interview the developers to discover why the decision was made to invent a mob unique to Minecraft that is able to silently creep up behind you. (Hence the name Creeper?). In real life there are many dangerous creatures that don‘t alert their prey to their presence by making noises all the time. I think it is actually strange that the spiders in Minecraft hiss so much.
Creepers in the game make it much more interesting for me and I really fear their destructive power on the surface. Yesterday I placed cats all around my pretty rustic cabin made of wood just to ward them off because it is not enclosed by a fence for aesthetic reasons. Since they don‘t burn at dawn and don‘t make noises, I constantly scan the horizon for Creepers. It adds a lot of welcome tension to the game.

You should ask gameplay designers (in case of the iconic creeper, Notch directly).
My opinion is that every other mob has “repeatable” attacks: if they fail their first attack, they could press on the player. If a Creeper goes off when the player is fleeing, it's probably never going to do more than 1-2 hearts of damage. Note that in the combat update is even worse, as a single shield use can competely negate a creeper explosion. But it's only my opinion.

Of course. But I am not talking about danger to the player. Ever been working on some intricate redstone build, and just when you think you about got it functional... SSSSSSS....
Creepers are terrible game design, and can destroy you without a fair fight if you're managing your inventory. Mojang figured being completely unfair was a theme with them, so they added to it by making them almost silent and also wearing camouflage.

That they deserve a certain amount of respect. Once you've been in a world a while, and have maxed out armour and weapons, the other common overworld mobs - skeletons, zombies, spiders, i dont think offer much of a threat in open play IMO. Even creepers to degree. But creepers can destroy the enviroment, such as things you've built, althought usually they can't cause that much damage, unless its something sensitive like a redstone contraption which has happened a couple of times to me in the past. I'm a bit blase to most overworld mobs i guess, but creepers "keep you on your toes" as a previous post stated.
All hostile mobs keep me on my toes because of the surprise factor plus the initial knockback they deal when you're not expecting it.
Creepers are mostly irritating because they blow too easily - instead of waiting to corner you they blow from several squares away, not managing to kill anyone but damaging plenty of stuff. Also, they target other mobs which is a game ruiner for me, especially when I'm trying to sic discs out of them with a skeleton's help.
I've noticed that if I'm in my inventory, crafting, or otherwise an extra button input away, it's pretty much a guaranteed explosion. I'll still likely survive it, but I don't want to come to terms with the fact that the ground is guaranteed to randomly explode.
There's got to be a reason other than its name, right?

Keeps you on your toes is all I gotta say. Makes survival that much more dangerous and exciting at the same time.
