Have you tried trading with your cartographer to level them up? Or leveling up another one?
In Java cartographers start selling woodland explorer maps at a higher level than ocean explorer maps, in Bedrock it seems to be at the same level but they don't always sell both so players might have to level up several cartographers.
I can't find any info on the XBoxOne version so don't know if it's the same as either Java or Bedrock, you should maybe ask in the XBoxOne section of the forums.

2. Villagers have separate slots. Bedrock Cartographers first spawn with two trades: paper for an emerald and an emerald for an empty map. According to the Minecraft Wiki's table of villager trades, Bedrock villagers can have between 8 and 10 trade slots. Journeyman cartographers on Bedrock have three trades for their fifth slot: selling an Empty Locator Map (maps crafted with compasses, as using only paper is an option on Bedrock), Ocean Monument maps and Woodland Mansion maps. So OP has a one-in-three chance of finding a Mansion map per Cartographer.
This differs greatly from Java versions where all villagers max out at 10. As Java Cartographers only have nine trades to begin with, all Cartographers will trade both types of maps.
