I've watched several YouTube videos where exploding Creepers have only destroyed a few blocks. When I play in Easy mode the Creepers seem to always make huge craters when they explode that are costly to repair. Is there a way to minimize the damage that Creepers make without having to resort to the command "/gamerule mobGriefing false"?
Can you give an example? Different blocks have different blast resistances, so grass and dirt will be blown up much more easily than stone, which in turn is less resistant than cobblestone, and so on:
Otherwise, in vanilla there is no difference in the explosive power unless they are charged, but that is pretty obvious, or if they are in water, but that completely negates block damage (note that if they explode outside of water it has no effect). From my own testing a creeper explosion on a level field of grass over dirt destroys about 40 blocks (in 1.6.4; there have been some changes to explosion mechanics since then, I got this number while testing my own changes to make sure they replicated vanilla). On stone they only destroy a few blocks; even TNT is only capable of destroying a 3x3x3 cube when set off inside solid stone (trivia from the link above).

Lure it away from anything important, and pour water in front of you. Then stand in the water and hold up a shield (as you still take explosion damage). Then let it walk into the water and blow up.

Water by itself does nothing to protect blocks from explosions - it only has any effect if the explosion occurs inside of it, otherwise it only reduces damage in the same way that air does (i.e. by putting distance between the explosion and block), and if you just let it walk into shallow flowing water it may not actually be in it when it explodes since it will be pushed away and up (hence your statement that it "may" prevent damage - explosions in water deal zero damage to blocks, even ones with 0 blast resistance, like torches). That said, waterlogged blocks are apparently as blast-resistant as water itself.

Thank you, the blast resistance explains it! I think that in the videos I watched all the creepers exploded in caves underground. Since I'm too chicken to explore caves, the creepers I meet up with explode on the dirt surface, thence the huge craters.

You could try xisumavoid's vanilla tweaks data pack.There is an anti creeper grief option there and it is really easy to install.
