They're heavier, and unlike combat blades which are meant to cut through skin, axes need tougher splitting blades to separate chunks of wood. So it makes sense it'd do more damage to a creature.

(Last I heard it didn't seem likely, but I try to avoid finding out too much about new versions in advance so it's all fresh and new when it updates.)
They're still for 1.14. He last posted one on his Reddit account around Black Friday, and with the emphasis on 1.16's Nether changes, I wouldn't count on them being fully implemented until around 1.17.

The attack cooldown is much longer on an axe https://minecraft.gamepedia.com/Damage#Attack_cooldown
So the DPS is still higher on a sword. https://minecraft.gamepedia.com/Damage#Dealing_damage
Also, hitting mobs with an axe counts as an inappropriate use so it costs you twice the durability and the axe wears out faster.

Also do not forget: axe is single target. Swords can have sweeping edge to hit multiple mobs.
My go-to Wither weapon is a Smite V axe. For all else I use sword.
But axe with sharpness V is 12 damage. You can't have missed that.

But it takes longer to recharge for the next hit, at least for now (I think, I haven't had a chance to test 1.15 yet.)
