Can trading villagers keep lowering their prices even after they reach Master level?
Maybe I just haven't traded with any enough at this level, but although a couple of traders have lowered prices while at expert level, none of my master traders has yet.
Also, I see people on videos mentioning "Minimum Prices", are these listed any where or do they even exist? As I read the wiki, it looks more like a supply/demand factor sets a price.
There are several ways to lower prices. Players now have a reputation with villagers. The more you trade, the better your reputation. If you hit a villager, it will lower your reputation. The best way to increase your reputation is to turn a villager into a zombie villager and then cure that villager. If you have already set their trades, they will keep the same trades.
As an example, I have a villager that has a Mending book trade that is normally 10 emeralds and a book for the enchanted book. After turning the villager into a zombie villager and curing him, he now sells the Mending book for 1 emerald and a book.

Am I the only one who never gets cheap enchantment books by natural means? I keep reading about “normal’ prices of 10 emeralds (before discounts) for rare books like Mending, but all my librarians charge at least 35 emeralds for a mediocre book. After resetting his trade several times to get something useful I finally got my most recent librarian to sell me Feather Falling IV, but he charges me 55 emeralds for it.
Are you killing villagers to replace them without using “natural” means like lava or falling damage? Because otherwise you could being charged with higher prices due to low popularity.

I'm not sure that this question was directed at me, but if it was, the answer is no. I go to great lengths to protect and feed my villagers and never harm them. The only way I reset their trades is by removing a workstation and replacing it again before I have traded with the villagers. Generally speaking, the only villagers I can trade with often enough to get them to reduce prices are farmers.
So far as I know, I've never damaged any villager in any way. I also kept removing and resetting workstations, not to get great trades, but mainly to get librarians to sell the spell books I needed. I think I changed one librarian several dozen times to get a Silk Touch seller. I only have 16 villagers in my trading hall and don't want to add more.
My only current lack is one selling Fortune III and I think I'll let one of my Mending sellers get zombified to try to get the spell I need. Realize there's a 50% chance he'll be killed but there are still villagers in the breeder to replace him.

I haven't messed around with vilagers and trading much but my understanding is the same as FuzzyCatBus', that once you have traded with a villager his trades are locked and will be unchanged by zombification/dezombification (apart from pricing).

If you change your game difficulty to hard there is a 100% chance of zombification. When I started dealing with villager conversion I set my difficulty to hard so the villagers won't die. Ended up just leaving it there but haven't had any issues since I sleep most nights and have heavily enchanted armor.
