0.167% does not mean that there is only that high of a chance per world - that is per sheep spawned; I see them quite often while flying around in test worlds ("often" as one every few thousand blocks or so. An actual calculation, based on the chances of passive mobs in 1.6.4, gives one pink sheep every 5000 chunks of passive mob-spawning biomes; 30% of mobs are sheep and 1/10 of chunks have a pack of 4 mobs).
One thing to note is that vanilla spawning is broken; sheep spawn with the same colors per 32x32 chunk region as the code that generates structures uses the "world" RNG, as do sheep when determining their colors (the "world" RNG should only be used for random events in the world and its state should never be seeded, while most entities use their own RNG to determine their variants, which is why they do not remain the same when you recreate a world. This does not affect TMCW since I fixed it by making the sheep color RNG tied to individual chunks, which effectively makes the variation much greater, as only about 5 32x32 chunk regions can fit within 5000 chunks. Conversely, in vanilla you can find multiple pink sheep within a small area).
Never seen one in vanilla survival. Surprisingly though my current world seems to have an over abundance of black and brown sheep versus white. Seems like about 1/3 is either brown or black.
Once a few years ago in my current world (around ver 1.6 / 1.7) I was creating a temporary portal in the nether to take me to a previously unexplored area in the overworld - I stepped out the portal into a small forest / plains area with jungle biomes surrounding on three sides (what i was after) and standing a few blocks away was a pink sheep, witha second one someway behind it. Further exploration yielded two more within a hundred blocks. Never had anything like that since in 14000+ days in my world...
The above thread in seeds describes a 1.7.10 world where about 20 pink sheep were discovered according to OP.
I just loaded up 1.7.10 and that seed, "-7622804934012478984", the /tp'ed to -181 76 -1145.
I didn't find 20, but I DID find several groups of 4 sheep consisting of one pink, one brown, and two white.
I got 6 pages of hits all the way back to September of 2011.
Six pages of thread links in 8 years isn't a lot but it does show that obviously people are fascinated by pink sheep.

The 1.12.2 Release with the seed "-145123774528115181" spawns you on an island with 13 groups of 4 sheep (1 pink & 3 white).
