Perhaps they fell into a hole, either from a cave breaking out to the surface near a lake/pond or just from simple wandering. They don't take fall damage, so I dunno if they avoid long drops like other mobs.

I'm not sure how they would do that if I always plug all the holes...

As long as you are close enough, mobs will wander. The hole it fell into might not be all that near where you saw the kitty, but since you were constantly in the area he was able to travel quite far. Older versions also didn't have the requirement that mobs have line-of-sight on the player in order to interact with them, so you may have gotten close enough to make it run away without initially realizing it was there.
uhh... I was strip mining and this scared me. I saw 3-4 ocelots, 1 is big, others are small. they tried to run away from me
is this normal?
If in a jungle biome, yes.
They will not harm you.
You found 1 adult and two kittens. They can be tamed with raw fish.

It doesn't seem at all normal to me.
Are you close to the entrance?
The shouldn't have been able to spawn down there, they are supposed to only spawn on grass or leaves and only above sea level.
I expect you scared them on the surface and they ran down into the mine and kept running away from you.
Just testing.
I am very far from the entrance, and the entrance is surrounded by savannah and desert biomes. it shouldn't be possible for them to enter from above
Very strange!

What version are you playing, Aklifo? I've heard of ocelots having glitchy behaviour in 1.5-1.8 era but I believe this was fixed a long time ago...

I'm playing on 1.14.4
