i have spent the past few hour digging out a 2 block high space at Y 11 and i haave dug out at least 20 chunks and AFK'ed 24 blocks away from the area and still no slimes. Am i doing something wrong?
20 chunks should give you a 88% chance of having at least 1 slime chunk, so pretty good odds but it's still possible that you've missed them all.
Only small and medium slimes can spawn in a 2 block high area.
And slimes spawn less often than other mobs so if you are under an ocean or haven't lit up the majority of the caves in the area you may have to wait a while between slimes.
Moreover spawning in general seems to have been messed up in the latest versions.
I haven't checked recently but a few versions ago i had a couple of verified slime chunks (I'd had a few slimes spawn there) and had lit up a lot of caves and was getting very few spawns.
I think my suggestion would have to be to find a swamp and go hunting at night near full moon.
Build a safe area, perhaps a small hut in a fenced in and lit area to run to if things get too hectic, chop down a bunch of trees and fill in some of the water to increase the spawning area and improve visibility to avoid surprises.
If you find it a bit dark you can place a few torches around the edges to give you some more light with out cutting down the spawn rate too much.
Unless you're going for an auto slime farm of course, then I'd light up all the caves I could find within 128 blocks, raise the roof to 3 blocks (2.5 blocks works as well) wait until you'd verified a slime chunk and then dig out as many floors below level 40 as possible.

If you aren't part of the solution, then you obviously weren't properly dissolved.
I don't see how they would, it's only the actual silverfish that would fill up the mob cap, the silver fish blocks are just blocks that spawn silverfish when mined. (And the silverfish themselves despawn when they create a new silverfish block.)
At chunkbase.com, there is are apps you can feed your world seed in and it will show all sorts of things, one of which is location of slime chunks. Get your seed by typing /seed in chat mode.

im having a new problem. i am digging out chunks and now there are silver fish blocks everywhere, are these affecting the slime chunks?
