Hm. I'm not sure if you can place anything while being moved that fast. And you can't place lava in a block occupied by a minecart track. I have managed to place lava while trapped in this trap in creative mode, but it might be different for survival. And killing yourself with lava would be a perfect way to escape capture in the first place, as it prevents the enemy from acquiring your stuff when you die. So any player that you actually manage to capture likely won't be carrying any lava.

I placed it at my feet. I think I must have accidentally broke the track, because I know you can't place lava directly onto it.
I don't know how you would get someone into it. You could possibly force them in, or maybe they're carrying something valuable they don't want to lose, so you can threaten them with death.

You could also try to modify it in the style of a pitfall trap. I dont know whether it is possible though. It may not need a roof since the person cannot jump that high. Maybe try and test it without a roof to see if you could jump out by block jumping without a roof.

Hm, this made me remember something. When a player is inside of a solid block when they log out, they are automatically placed in the lowest available y-coordinate above them. Therefore, if they logged out, they'd be on top of the trap.
There are a few workarounds to this I can think of, some more difficult to implement than others. Two that achieve the same end: making the person not want to be outside of it. You could accomplish this by having a lava layer above the trap or by having a player guard it. Of course, having a player guard it is less efficient in the long term, because it's one extra player you won't be able to have gathering resources or fulfilling some other task.
The other workaround I thought of is a complete redesign, which would be difficult. You'd basically have to have the internal chamber be 2 blocks high and 1 block wide, with the floor and ceiling constantly swapping out two blocks for each of them, making them impossible to break. You'd have to do the same with the four sides, but with them shuffling up and down. I'll try to get some screenies up soon to show what I'm talking about, and to test if it'd even be possible.
A major problem that would occur with this is that they'd be able to place lava inside of the jail to suicide. If you placed open fence gates on the inside they wouldn't be spawned on top upon relogging because they're nonsolid, but because the fence gates aren't moving they can break them.
Edit: Unless you reconfigure it so that the fence gates are moving...
Edit: Ignore the fence gates entirely, they could close them with a right click, thereby reverting them to solid blocks and making the trap escapable.

No, you can't dig down, because you're constantly moving back and forth and you can't aim at one block long enough to break it, even with a gold pick.

That would occasionally leave blobs of lava, wouldn't it? That would be a massive tell. I have seen a system like that, though. They used water instead, I presume for that reason (also, there was no delay, but the water fell from high up on the cliff, meaning you had as long as the water took to get down).

I've seen the "lava-over-sign-with-water-pool-under-it" trick in many custom maps. It's pretty neat, I gotta sya, but can be obvious sometimes, but only dumb people, or people who have nothing to lose, would jump in what looks like a lava disposal.
Hey, I found out something about TNT. If you put it in a block of wool in the sky, it is spread very flat and destroys the surface of a big area instead of creating a deep crater. Maybe this can be used to clearcut forests or to find bases under the surface. Maybe you can even use it as a defense mechanism.
