The only organization to my hotbar is sword in the first slot, and for some reason I like the torches in the last. Everything else just gets tossed in randomly except when I'm having a mining session. Then it's sword, pickaxes, then shovels, and again torches.
1- Sword
2- Pick
3- Shovel
4- Bow
5- Arrows (To see ammo left, i'm always short in arrows)
6- Food
7- Something (probably more food)
8- Something (probably a block)
9- Dirt or Cobble.

For hunting: Lesser Sword > Better Sword > Bow > Bow > Arrows* > Arrows > Arrows > Arrows > Cobblestone/Dirt. *Arrows so I can see my ammo and don't over do it.
For building: Building block > Building block > Building block > Building block > Building block > Food > Pickaxe* > Dirt.** *I love to misplace stone brick... **For temporary towers.
Usually though, I only have a "plan" If I'm doing it for a while. If I'm just going down into my mine for 2 minutes and then coming back, I usually only have a pickaxe, sword, torches, and random crap lying around. :biggrin.gif:
6 and 7 vary on what im doing, same with bow. Torches and sword are positioned so i can switch between quickly while in dungeons or digging, everything else idk, just feels naturally for equipment to be the first few.
After watching many Let's Plays and noticing how much thought I put into organization of my own hotbar, I've come to the realization of just how important hotbar organization is in Minecraft. And yet, I've never seen it discussed before.
Personally, I go with this arrangement:
1. Bow or, if possible, item enchanted with good knockback
2. Sword
3. Torches
4. Pickaxe
5. Solid, placeable blcok (usually cobblestone)
6. Shovel
7. Gravity-affected block (sand or gravel)
8. Food
9. Misc.

Sword/Bow (never both, I'm not a dual warrior)

Hoe (depends)
Bucket/Shears/Flint+Steel (depends on what I'm doing)
Any non-gravity block such as cobble, dirt or Netherrack
