I haven't seen one for a while. Do you think that they can still spawn at night or spawn at all?
I've seen a fair number while caving in vanilla 1.14

Not a lot, but 4-5, they are a lot rarer than normal zombies that's the way it's supposed to be.
How many zombies are you running across?

I thought it was just me, but I too believe the spawn rate is lower for the zombie villagers.
Found a zombie village on an Island yesterday. First zombie villagers I've seen in 1.14. See this thread for a seed to the world. The zombie village is on the upper left of the map.
