The Dragon is technically more difficult as player skill can be used to overcome it.
The Wither requires brute force or an arena in order to be defeated; the player needs to do very little beyond acquire/construct the right things. The Wither isn't "difficult" so much as he is "statistically strong".

But an issue I have with the Wither and the Ender Dragon are the rewards that are given to the player upon defeat. The Ender Dragon gives you and entirely new area to explore, and a trophy which allows the player to reenact the battle between the player and the Ender Dragon. The Elytra, an amazing item, can be unlocked as well once you defeat the cowardly dragon. The Wither, however, is worthless. You can obtain beacons from this powerful demon, but that is all. It is extremely unfair that the player must go through so much just to get an overrated lamp that will cost you all of your precious minerals. One benefit of the Beacon is that it will give certain power-ups, but these power-ups are not permanent and will not be effective once the beacon's border is passed by the player. Truly, the Wither is stronger but worthless compared to the prize granted to the player by the Ender Dragon (Also, I enjoy watching the Ender Dragon's death animation. It's wonderful to see protective mother burst into ash and EXP).
I'm going to have to say the Wither. Especially now that I'm going to start playing on Pocket Edition.
For those who don't know, on PC and Console, the Wither has 300 HP. On Pocket Edition, the Wither has 600 HP and spawns wither skeletons when it gets to half health. So yeah, the Wither is definitely harder.
When actually fighting them, definitely the wither. The ender dragon is a pretty easy kill. Even easier with the new changes.
However, as mentioned above, you can choose where to "fight" the wither, and with proper setup you can kill it without even fighting it. The easiest way is to put it in an underground room with a bunch of iron golems. There are also various methods involving trapping it in bedrock.
The main issue with the dragon is taking out the end crystals on the towers so it can't regen.
With the recent changes 2 of the towers have iron bars protecting the crystals. Those can be easily destroyed with TNT. I usually put water at the base of the tower so I can jump down after placing the TNT, but sometimes the dragon will destroy the water, so having feather falling boots helps. After that the rest can be handled with a bow and arrows. Once the crystals are gone you can wait until the dragon lands on the exit portal then run underneath and whack away with a sword. A sharp-5 diamond sword (or axe) will do a lot of damage in a short time, and any endermen you accidentally agro will be killed by the dragon while you are under there. Run in from the rear at an angle between the tail and wing.
Also, carry a stack or two of glass bottles to collect dragon's breath. Even if you don't need it, collecting it removes the lingering puddles quickly.
Another option is to use beds. If you can avoid blowing yourself up, it makes quick work of the dragon. Place a bed and maneuver around it to keep the bed between you and the dragon until the dragon makes a low pass at you, then when the dragon is about to pass over the bed, use it (right-click as if you are trying to sleep in it). The bed will go <BOOM!> and deal a whole lot of damage.
I have faced both the wither and Ender Dragon. I was as equipped as you could possibly be for both, and i agree with the majority of you that the wither is harder. While the Ender Dragon is not easy, with the towers and Endermen, the wither is simply more destructive. As i said i was fully equipped and it still would have killed me had it not been for a totem of undying. While there are strategies for the dragon, there is no easy way to fight the wither. It has more health and does more damage, can regenerate, and can become freaking immune to arrows. No contest
also the only way to fight a wither is to spawn one yourself. If you are going to do this and don’t want to die at least once, you will need full diamond armor, sword with smite enchantment, enchanted apples and potions. I would recommend a totem but i know they are very hard to get. I’m sure a lot of you are better fighters than me, but i was as prepared as you can get, and it still almost killed me. If you are planning to fight it in survival mode without cheats, be warned
also they are very destrutive. Spawn it at least several hundred blocked away from anything of importance
make and underground tunnel that’s 1 by 2 so that you can walk through it but the ether can’t. Make a little chamber at the end where you can spawn the wither. Spawn the wither in the chamber than run away it blows up as it spawns it can’t fit through the 1 by 2 tunnel so it will try to blast its way to you. Shoot it full of arrows with the most powerful bow you can make. When it gets to the point where arrows can’t harm it, eat and enchanted apple, them quickly rush out and beat the crap out of it WITH A SWORD ENCHANTED WITH SMITE. this is critical. For best effect take a trentgh 2 potion before going in and use a diamond sword with smite 5. Hit the wither until it dies. If you do it right you should kill it before the regen from the apple runs out, and definetly before the potion wears off. When you kill it get the heck out of there because it blows up again. As for armor, the better the armor the safer you’ll be, so don’t overlook highly enchanted diamond stuff. Protection is the way to go when enchanting.
I have used this strategy 4 times on a withers so i can respawn the Ender Dragon. It works very well.
Also spawn it underground in the overworld, not the nether. That way it can’t knock you into a pool of lava.
I killed both in my vanilla world and I would say the wither is way harder to kill because of how he tosses you around and can break almost any block. He is up in your face and does not give you time to fight back unlike the dragon. I'm actually disappointed at how easy it is to kill it. I do think the wither could be easy if you were playing on easy or normal but other than that wither is most definitely harder. The only thing about the dragon is that he is hard to hit with the arrows and takes long to kill but it is absolutely no challenge.
I read somewhere that fighting the Wither at the Nether ceiling makes it easier to fight.
The real question is whether you desire control before the fight or during the fight. If before, the dragon is harder. If during, the wither is harder.
Definitely the Wither since the Ender Dragon fight is easy, even on hard difficulty.
With the Ender Dragon, as long as you bring the right stuff, all you have to do is take out the crystals and then attack the dragon when it's at the portal. As long as you don't look at any endermen you're fine.
On the other hand, with the Wither, you have to constantly watch your health bar and try to dodge the wither skulls. And then once it reaches half health you can't damage it with arrows for a while.

I would build the wither inside a three-layered obsidian cage in that case, with the initial explosion destroying the first layer, and then spam it with Smite V diamond sword while having just eaten a Notch apple. Armour and potions optional, no ranged weapons required.
These might work on java editaion but not in bedrcok editation the wither in bedrock will know who to hell put the anvil and emediently kill the palyer that use the anvil

I would have to say Enderdragon. It's harder in several ways.
1. It takes a while to get to the end in the first place.
2. You don't choose where the enderdragon is.
3. There's a chance of being attacked by endermen (If you aren't in peaceful.)
4. You have to destroy the pillars before attacking the enderdragon.
Well, once you destroy the pillars the dragon is pretty much done for.

IMHO wither way easier as you can fully dictate the setup of the fight and do it completely on your terms.
