I have a survival world with buildings scattered quite far from each other, I know that people use nether portals to quickly get between buildings but I have no idea how. When ever I attempt to do this new portals form where I don't want them and are in the wrong place. Is there an easy way to do this?
Basically, you get the coordinates of a portal, recalculate it's position for the other dimension and build a portal there which should pair with the first.
(When going from the Overworld to the Nether you divide the X and Z coordinates by 8, in Java anyway, and going the other way you multiply by 8)
Now a portal in the Nether can only be off by 16 blocks (in the X and Z directions) or it will generate a new Overworld portal, portals in the Overworld can be off by 1024 blocks as long as the Nether side portal you want to go to is the closest to the recalculated coordinates.
So you can travel a long way in one direction by portal but it's complicated to set things up so you can go both ways.
Unless you only have a few links you want to set up you're probably better off having minecart connections between portals in the Nether with each portal being at, or near, the recalculated coordinates of their respective Overworld portals.
As long as the Overworld locations aren't too close together you can usually put the whole Nether side of the setup at the same height, either at the top or bottom of the world for instance.

As stated, nether transport systems rely on player built portals, often built just under the nether roof as lava pockets are less of an issue at this level.
Depending on what the distances separate the scattered buildings you mention, the mentioned nether side rail lines (or ice-boat tunnels) may be useful, but simple tunnels should suffice for anything under about 1k blocks in the overworld (particularly if there are intermediate stops/destinations).
Using a portal imposes a 4 second lag for each transition which makes linking sites less than a certain distance apart ineffecient. (The transit path is what matters here: my current starter base involved frequent trips between two locations only about 100 blocks apart, but both at ~Y128 with a drop to ~Y62 between… in this case portals were faster than down-over-up.)

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
In order to have proper portal linkage, you build your own portals on both sides.
1. Make a list of locations in overworld.
2. Divide all X and Z coordinates by 8. These are nether coords.
3. Lay out a map of your nether network. Likely main hub will be your primary base. Determine what connections you want to make.
4. Once you have first portal and started base in nether, start building a long tube towards ceiling. Use cobble or stone. Watch for ghasts.
5. When you reach ceiling, continue digging into it. Staying on the ladder(shift) dig 2 blocks up, place ladders. If you hit lava pocket, existing lader should stop lava. Just scoop up source block with bucket. Highly recommend a fire resist potion for this phase.
6. Once at Y around 122, hollow out a room. Not more than 4 tall. (Ghasts can spawn in 5x5x5 area). Build portal exactly corresponding to your OW portal X and Z divided by 8. Now destroy original nether portal.
7. Now you can start digging tunnels at Y 122 to other projected locations. I like making 2x3 tunnels.
8. You will be getting lots of netherrack. I suggest setting up a bank of furnaces smelting it to nether brick using lava buckets.
9. For shorter passages, I just slab the floor with stone or nether bricks so no pigman spawns. For longer passages, I place row of ice blocks next to slabs. I also avoid diagonals for long passages.
10. Once you reach another target location, make a room there, build portal at proper coordinates. If you already had a nether connection there, you might need to destroy pre-existing nether side portal.
