No, the Foundry only works if it's built in the spawn chunks. If you don't have access to that area, you should build his Iron Trench instead.

I was going to build the Iron Trench one but it's way too complicated and my english skill is pretty bad.. you see.. if anyone can make the text version tutorial out of that iron trench video explaining step by step, i would really appreciate it!!!

The Trench is a lot more complicated than the Foundry, that's because it's self-repairing, which is why it can be built outside of spawn chunks in the first place. When the villages inevitably merge together, the Trench detects the lack of golems coming through, and "resets" the whole village-chaining process automatically. The Foundry isn't self-repairing, which means it's a lot simpler to build, but it also means that if it breaks, it stays broke. That's why it needs to be built in spawn chunks, so it never breaks in the first place.
Also, the trick (village "chaining") that makes these work in the first place is technically a glitch, and it's rumored that they might be "fixed" (read: broken) come the next update. I'm not sure now is such a good time to start a project like this, you might be better off just building docm's farm (the one posted by WildmouseX) until we know what's going on. It's a modular design, you can build as many or as few individual "pods" as you want (it doesn't have to be exactly four, like in the video, you could even just build one if you wanted to) as long as you keep them spaced far enough apart, and they'll each produce golems on their own at the same rate.
I would be cautious about building either the trench or foundry until the village mechanics are "ironed" out with the next update. It's possible, if not likely, that neither will work.

You guys should pay a little more attention the videos you are watching. Well, maybe I shouldn't be barking at IronMagus, because he might have just assumed that WildmouseX knew what he was talking about and may not have seen the video himself. If this the case, my apologies IronMagus.
But to the point! The desing isn't Docm's, please pay attention and give credits where credits is due. Docm clearly says that he didn't came up with the design he just made the awesome tutorial. But don't take my word for it, listen to the man himself (If the time stamp is broken go to 1min 10sec):

The farm is JL's design, the video tutorial was made by docm. I try to make this distinction clear while still giving enough information for people to find it on YouTube ("JL and docm's iron farm," "docm's tutorial video," etc.) but sometimes I do slip up and just call it "docm's farm" even though this is not, technically, correct.
On the other hand, if you just call it "JL's iron farm," nobody will know what the heck you're talking about, unless they were already hip to the scene. Most times, we're directing someone to the video who hasn't seen it before, and in that case, calling it "docm's" helps them know what to search for if I don't provide a link, or if they want to look it up again later.
That one is sure way easier to build, but the iron foundry produces 1700 iron/hour, this one only around a stack
I ended up with about 20 stacks of iron just during construction of the thing - and over all wound up with so much iron that I made a minecart elevator up to my mob farm out of iron blocks (plus the minecarts, and tracks they sit on), and the xp grinder for that trap out of iron blocks - with a double chest still full to the brim....
you say it doesn't produce as well as the other, I'll believe you - It does however still produce way more then you will ever need. - and with the most recent "nerf", the only change it needed to still be fully functional was to remove the pressure plate that triggered the crusher and one shot kill them with a basic iron sword.
