Per the original question, just get a level 30 enchantment on the table; you might not get Fortune III, but that's normal. The only alternatives you have are to enchant a book or try to find a Fortune III book in a dungeon chest. The same page that I linked to above explains in a different section that enchanting books is only a good option in certain scenarios.
Also, if you want to get Fortune III, you probably don't want to be level 56, as it's a huge waste of experience. You can only level-30-enchant once at the current level you're at (56), but if you enchanted as soon as you reached level 30, you could have enchanted four times with some experience left over. Unless you're doing some heavy anvil work, I generally think it's better to never exceed level 30.

2) Get to level 30
3) Get a pickaxe of your liking
4) Then you put the pickaxe in the enchanting table and if luck goes your way you will get fortune
Here's a handy tool to tell you the exact percentages of the chance that you'll get X enchant on Y tool. I use it a lot.
But other then that, just pick the right level, and hope to get lucky, and as Codename said, try to enchant as soon as you hit L30, otherwise you start wasting experience. If you just defeated the Enderdragon or had been AFK at a spawner trap, then there's no helping it I guess. (Although I usually have an enchanting area in my spawner rooms so I can enchant as soon as I hit the desired level and not waste anything)

If you just want to settle for level I, try L15-17, there's about 13% chance, and for a Level II enchant, try L24-26.

Alright, I'm trying my luck on at least Fortune II for my Gold Pickaxe, I've been using the calculator site for hours now and I still can't get anything. I already have two Enchantment Tables - one with lots of bookshelves and one with just one. I even tried the placing torch technique on the shelves that I read somewhere here. My EXP is at Level 24, let's hope for the best. //rolls away
On another note, I would definitely not recommend using a Gold pick. Sure, it might be more enchantable, but the terrible durability will mean it'll be broken in no time.
Save up your level (not that hard) and just enchant a diamond pick at lvl 30, you should get one with Fortune III on it soon enough. If you're low on Diamonds, villager trading is your friend, get yourself a toolsmith and you can have blank diamond picks for as little as 24 emeralds.
lotus49's suggestion is also good, you can get some cool stuff while fishing. It's very good for getting a decent bow.

Thank you! I'll try crafting a Diamond Pickaxe from my stuff and see how it goes. It's pretty hard leveling up but that's the challenge of this game, I guess. And yes, I'm using 1.8. I actually got an enchanted fishing rod a while ago while fishing by accident and with that rod I got some enchanted bows. Pretty neat!
If you have an XP farm then a very viable method in 1.8 is to just put your diamond pick and lapis in and if it doesn't say fortune, just throw in a wood tool and enchant it at a low level and then try again until it says fortune.

When I'm making picks, I'm usually going for Efficiency IV, Unbreaking III or Fortune III, anything else and I'll enchant something else or just a wooden shovel if I can't find any good enchants.

Yep, until it says "Fortune III?" don't even enchant any diamond pickaxes - you may or may not get other enchantments (only one is shown) but by doing this you don't risk ending up with a dozen pickaxes with "bad" enchantments (though the Efficiency / Unbreaking you get is still good for mining and you may get Silk Touch, another desirable enchantment).
You can game the system by enchanting something else if you don't see Fortune on a pickaxe (try both iron and diamond); for example, a piece of armor or a sword might get a desirable enchantment, or blocking a bookshelf or two (you don't need 30 levels to get Fortune) before enchanting a junk item.
Also, for pre-1.8, one way to save on diamonds is to save worn-out pickaxes instead of combining them; I did this myself so that I ended up with 4 depleted diamond pickaxes by the time I stopped mining, giving me up to 7 chances (4, then combine in a crafting grid to get 2 unenchanted pickaxes, which can then be enchanted and combined again to get one) without having to make a new pickaxe (I don't usually bother with Fortune but due to mods I want a Fortune III diamond pickaxe (must be diamond as the ore I want it for can't be mined with iron); as it was I didn't get lucky but did make an Efficiency V, Silk Touch I, Unbreaking III pickaxe, one of the tools I regularly use, mainly for Ender chests; mostly depleted but I can repair it.
Also, a good way to get XP is mining Nether quartz; I've already gotten around 7,600 XP by doing this, enough to make a couple dozen level 30 enchantments in 1.8 (though only 9 in 1.6.4, the version I'm in):
