Yeah, I think to spawn-proof ocean water volume you'd be looking to create a 3D glowstone grid with the glowstone... 7 blocks from each other? It would take some testing but I think 7 blocks apart would be close enough for the center block of water that is furthest from the 8 sources to have a light level of 7. I would definitely hunt for a new farm location rather than doing a light grid.

I believe you need light level 8 or higher to stop hostiles from spawning?
Do I put the portal gate in or outside my slime chunk area?
You should never put a Nether portal where mobs can get to it, unless it's part of a mob farm and you don't use the same portal.
If mobs go through a portal they won't despawn or wander off if there is no player in the destination dimension, so they'll be waiting for you when you go through.

Yeah, you're right Hex. The spawn in level 7 and lower so 8 would be the level to achieve.
