Starting with a rough layout, which is going to have an above water part with towers and castle, and a below water part with glass tunnels and big windows.
Again, gonna die. A lot. Yey!
And a rough layout of the outer walls of the center construct.
And a look at the outer wall wip. I plan on decorating and doing the walls on the inside as well, so they're gonna end up pretty thick. Found a pretty wall design online and just giving it a few minor changes to work with what I've put up so far.
I plan on decorating the inside walls as well, so they're going to end up fairly thick all in all.

Not the most interesting of stuff, but took a couple of screens while working on emptying the center structure. God, this is boring! I can't wait to actually get back to the proper building part of this project again.
I plan on having the structures jutting out of the water, but sealed. Although maybe I need to make an indoor pond and botanical garden on one of the lower levels in the center construct.
I like how you're planning this with drafts before going about it. I never do that. The closest I come is terraforming a terrain, doing rough planning in my head, putting walls up, then laying the streets as framework around, again rough, plots of land for potential building shapes and layouts, but it's mostly an improvise as I go scenario.
Though I'm not sure I'll be updating to 1.13 any time soon (if at all?), there's a few big, vaunting potential projects i want to do, and a water/underwater place is one. I'd probably be best served by going about it like this (at least initially, even if I end up improvising as I go later).
Really like how you plan out the build! That's great! I usually just use dirt blocks to get a rough idea of layouts and try to visualize the best I can which has worked out to this point. I'll be checking back to see the progress!

Truth to be told, I rarely plan anything. I usually prefer building a bit more dynamic and asymmetrical. However, for this project I wanted to make something that was actually planned out and which would let me avoid the "Oh for ****'s sake!" moments that sometimes happens when I usually build since, as stated before, I am not very good at building water. So blood. Blood! Aaaaand death. Or mostly bubble, gasp and death in this case.
I'll try to post some minor updates today, I am currently emptying the center structure of water before continuing decorating the outer walls (I centered it around a small island which luckily limits the amount of water I have to battle). I want to have the "base" sorted so i can set up a proper workshop before expanding the building process. So it's not the most interesting part.
I'm using the BDCraft texture pack because I like the cartoony look
Also, turns out, the program I use for planning my cross stitch patterns is good enough to plan (at least rough) layouts for minecraft XD

Do you plan on having the base contain water or be sealed, but under the water?
