I run a family server that we reset about twice a year. We recently reset with the release of 1.13 and we are having a problem. Every world we make a nether hub/tunnel system to use portals to get around, and in 1.13 i would say 25% of the time when you take the portal to the nether there are overworld mobs standing in the nether side. When it's a creeper they of course explode and destroy the portal. Both sides of the portal are "mob proofed". I understand its probably in the coding that mobs can go through portals, therefor it randomly places them on the other side. But it's getting a little ridiculous. I've never had this much of a problem before, is anyone else having this issue? and it so is there a way to stop it? Thanks.
I'm no Minecraft expert, but the only way I know a creeper can get into the nether is through an overworld portal, and if it's standing right there beside the netherworld portal, it's another indication that's what's happening. It may seem like there's no way a creeper can reach your portal, but it's almost guaranteed that's the case, as far as I know.
Remember that multiple overworld portals can link to a single nether world portal (and vice versa). Even if the one is "mob-proofed," as you say, is there no other overworld portal close by?
Again, I'm no expert, so maybe someone else will have a better answer.

Thanks for the reply, I just double checked, there isnt a spot within 30 blocks of the overworld portal that has a low enough light level for a creeper to spawn, and its the only portal that links to this particular portal in the nether. I.m thinking something must have changed with 1.13, as i've never had this problem.
I was having this same exact issue. As soon as I loaded into the Nether I heard a hiss then explosion! No reason for it. Happened to me 3 or 4 times. I added a bunch of stone directly behind and surrounding the portal in the Nether and have not had an issue since. I also run forward as soon as I am teleported to the Nether. Think its a bug.

If that's the only overworld portal, build a small fenced area around it or a room with doors and light the heck out of the inside of the area. Creepers got to be wandering in from the overworld somehow. Make sure there's no trees or rocks overhanging the area either....

Just because there is no low light level spot does not mean a creeper doesn't wonder into the portal, maybe even lured by one of your players...
