I've not played 1.13, but I've read a number of times that all one must do is jump in bed for a brief moment, one or two seconds, then get out of bed to reset the timer.

Read the Wiki. You only need to enter a bed to reset the Phantom spawn timer. You don't need to stay in the bed all night. Just click in, then click leave bed and resume your ender hunt.
Phantoms spawn in the Overworld at night, or at any time during a thunderstorm; high above players that have not entered a bed for at least three in-game days. Phantoms will spawn more often the longer a player has gone without entering a bed.
It won't help if they've already spawned, but if you want to avoid them, briefly entering a bed every 2nd or 3rd night should keep them away.
A key stage in survival mode is hunting for Endermen. This happens at night. But if the player does it too often, Phantoms will spawn.
