There have been discussions of this in the bug reports but more importantly the golems no longer check to see where they are spawning and spawn inside of any block and get stuck. This is an extension of the bug other have seen above, but now it's much worse in 1.13
If you look at the pics a golem spawned in the ground inside a normal village where all I did was add more door to the village.
There are many examples showing the 16 x 16 x 6 spawn area is no longer valid, and the area being larger than the maximum extent of the doors. Of course, if you build up in the sky, you won't experience this, but that does not mean the bug does not exist.

Wasn't that bug fixed in 1.13 or was it fixed in the snapshot for 1.13.1? Because I remember it saying it was for the last snapshot before the pre-release version.
Hey i just want to let you know that this version of iron golem farm , its very old one. I remember this was made for 1.11 or 1.10 because i built this a very long time ago and it worked. But since 1.13 is out probably things changed so you must make a new farm and for 1.13.

Nah I fixed it. Just made another platform where the iron golems are spawning beneath my farm and modified it a bit so it works again.

If golems were spawning beneath your farm, you have doors somewhere outside the farm that are merged with the farm village, or the doors in your farm are placed wrong, or you have solid blocks too close to that farm design.
The NimsTV iron farm is smaller than the golem spawn area, so you cannot have any solid blocks within 5 blocks distance of any side of the farm (golems will spawn outside the trap, which could then drop down below).
There are no changes to 1.13 that should affect properly designed iron farms. My Unbreakable Iron Farm is chugging along just fine in 1.13 (still mercilessly murdering the noble village protectors to satiate by desire for more iron). As is the underground iron farm I have in another world.

(But neither are wooden doors if there are no villagers within 16 blocks or if they have the same number of roof blocks within 5 blocks on either side.(Not counting blocks above the door itself. ))

I use a version Of it that has 20 x 20 spawning floors with no holes.
Edge drop to a trough that has a hole in the middle.
Built in the spawn chunks.

Iron doors aren't counted.
(But neither are wooden doors if there are no villagers within 16 blocks or if they have the same number of roof blocks within 5 blocks on either side.(Not counting blocks above the door itself. ))
