No, if you look at the code you can see that passive mobs will never despawn. Your friend may be playing an older version of Minecraft, otherwise you are lying.

I believe you meant passive mobs not neutral, also some passive mobs will despawn. (bats, ocelot and squid.)
The Wither does not despawn. It just stops flying and acts like its pouting.

So I have a question slightly related to this then. I started up a survival map and spawned near at least 3 separate packs of wolves. I picked a nice place close to one pack and made my home. In four days I have seen one spider, and it was gone by the time I reached it, that's it. No zombies, no skeletons, no creepers above ground. I can hear some zombies below ground though and have seen on creeper in a cavern. I have slept all but the first night. What is causing the lack of mobs? I am playing on Normal.
Never mind, I figured it out. NOOB moment. I was going to sleep before the spawn time.
Now I don't sleep and use the bed to set spawn only. I even stopped using my house and just set up a few torches and stand in the middle, attacking what ever comes near. I make sure I have a clear runaway path if it gets a little overwhelming.At the moment I only have Iron leggings and the rest is leather.

Hostile wolfs despawn. Bosses don't despawn. Hostile and neutral mobs despawn (neutral wolfs don't)
In older versions (before breeding I think) all mobs despawned.
