I know in the prior versions of MC windows, you could do that, but I am unable to do that in this last versions 1.12.2. Is it just me or is this happening to everyone?
Still works for me. Upper or lower slabs over a chest does not block it from opening. Shulker boxes are different, because they grow in size as they open, so lower slabs will block shulker boxes from opening.
There is a glitch in early versions of Forge that interferes with MoreCommands. Perhaps here too. Try the recommended or later version of Forge.
It is a "bug" in Forge itself:

The bottom side of NORMAL stairs is solid so it does block the chest. And yes this is a difference between vanilla and forge. And yes we COULD special case vanilla block's and reintroduce this 'feature'. But instead we fix the bug correctly and call it good.
It's much preferred that the game stay as is and hope that mojang will EVENTUALLY fix the bug on their end. This has been the case since ~1.2.5 and only a handful of people care. The rest like the mechanic so we're keeping it.
This is the ONE exception where we change vanilla mechanics and refuse to go back because as I said, it's considered a bug in Vanilla on our end.
Apparently, they see this as the intended behavior and vanilla as bugged, and it does make more sense than vanilla - any block, no matter what it is, with a solid side directly above a chest prevents you from opening it (in a similar manner Mojang themselves recently allowed torches to attach to the sides of non-full cube blocks with a solid face; the face determines the property, not the block itself).

Your question made me curious..as I have about the same gaming setup. I did some testing, and from your screenshot; this SHOULD BE WORKING... I even tested it out with the 2x tall room in your screenshot.. slabs on chests do not stop from opening. The only thing I couldnt test, was that material you used for the slab (i don't have any jungle wood... and I NEVER play creative :))
BTW... love your compass/map widget icon in the corner.. how did you get that >?

Well, I did mention that I am using the latest version of Forge with 1.12.2. So that doesn't apply, also the gentleman above your post, The_Dread_Minecrafter, did mention that he is using the same configuration as myself and he is not having that problem, therefore it cannot be Forge. I did do my homework before posting. I had Googled the problem and read the above quotes.
I still think it is forge. It is a known difference with forge and my forge server also has this issue where I can't open chests till I remove the slabs on top of them from vanilla worlds where I did that. Seems to me like the guy above is the exception, but I only have my own experience to speak of.

Well, here is another experience: I've used Forge on countless worlds, dozens of different modpacks. I've never had this problem.
In particular, I've played pretty much every "skyblock" type of thing, and putting slabs above a chest is one of the very first things I do - with no torches, it's all about having no spawnable spaces at all.
Thousands of people play on Forge - If this bug happened to all of them, don't you think it'd be wider-recognized?
Just do the 'usual' Occam's Razor, binary search thing; remove half the mods, see if it's fixed.

I don't know if you have ever noticed the lighting bugs under a slab-ceiling? They "fixed" this issue but gave a special exception to chests so they would still open with an "upper" slab since it makes sense given there is a space, but not a lower slab.
I hope this settles the controversy here. The dev there says it has been this way in forge since almost the beginning and another of my friends that actually sets up our forge server confirmed this is indeed the case. It is possible that in the case of large servers or modpacks they reverted this part of base forge since it confuses players used to vanilla? That could explain your experience.

I wonder why it wont work for me. I've tried a cobblestone slab and a wood slab and I cant open it.
Also is this single player or on a server, & if single player - any mods installed ?
I can't vouch for single player but I know that on a server I play on, we had a similar problem regardless of single or double chests..
It turned out to be a plugin bug that was causing it to happen, once the plugin was updated - the fault went away

Ok here's the screenie. neither one of those two sets of chests open. I just put them there unattached to anything so you could see them properly
I am using mc 1.12.2. Singleplayer . Windows, all the latest Forge, Liteloader and Optifine updates. All my mods are also updated (6 mods)

Perhaps this question should be moved to the mods section where it could be better addressed (and it's not specifically a survival question).
That widget in the corner is Voxelmap mod. It's awesome.
I never play creative either, and the slab was indeed jungle wood although it looks greenish, it's from Bdouble0's texture pack.
I guess I'll try removing a mod one at a time although I can't see how any of the mods I'm using would interfere with that chest not opening.

Courageous, (sorry I can't see the rest of your username) I posted it here because I assumed it was from minecraft itself, not a mod.
According to what TMC said above, that is a feature of Forge. They don't consider it a bug, so it's not going to be fixed.
