Even so, it ought to be in the options menu. There's no good reason to have it stuck behind a chat command. I'd wager there's plenty of players who won't touch chat commands, or who learn a couple basic ones and don't go any further with it. That's not even counting the players who are young enough that they don't know how to type (like my niece).
The farming method is good - I've done it by timing going to bed and then turning off mobs after the undead have died - but it's a way to work around an obvious flaw in the game's mechanics, and honestly if you're going to sit there waiting for the game to give you drops in a mode you're not even playing, why not head straight to creative menu and give yourself a stack? There needs to be a non-cheating way to do this for Peaceful players.

If you want to stay on peaceful, that is your choice. The only way I know of to get bones in peaceful is from chests. Chests appear in dungeons (the cobble/mossy cobble rooms with spawners), temples, abandoned mineshafts and in strongholds so you will have to explore as many of these as you can.

I'd say find a skeleton spawner, set it up as a farm, then turn your difficulty to easy and afk. I've gotten a double chest full of bones this way, and all I do is afk while the skeles fall to their death.
^. This is a really easy way to get bones and it is at no risk to you.
I'm aware of the places you can find bones in the game at present.
I play Hard Mode. Almost exclusively. I have no problem getting these materials under normal circumstances.
However, I went to Peaceful for just one map, and realized that it's incredibly difficult to get a fishing pole. Now, if there's one thing that Peaceful ought to have basic access to, it's a bloody fishing pole.
I have the best spawn point I've had in ages: A village within a few feet of the start, and an expansive cave system underneath. It's such a good spawn that I've replayed the map in several ways, including Hardcore (which I don't tend to play) and Peaceful. (I'm thinking of creating a challenge for other players, and I wanted to know what sort of challenges to suggest for Peaceful players.)
Right now I know of three ways to get a fishing pole. Two of them are a short dig away from the start. One of them takes a much longer walk but is more obvious once you're there. They are, respectively, an abandoned mine shaft, a spider dungeon with two chests (about 7 string), and a stronghold filled with cobwebs. I only know about these because of how thoroughly I've explored the map at this point. (I still haven't come across any chests of bones.)
From a tech-progression standpoint, there is no justification for a friggin' fishin' pole to require this much meta-knowledge (not to mention this much effort). A fishing pole may not be as basic as the wheel or the wedge, but it's still something that I could make from the clothes on my back or even strands of my own hair. The hard part isn't the string, it's the hook, and I know a couple ways that I could (theoretically) craft those if I ever got lost on a nature hike and had to catch my own food.
(Incidentally, if a hook-type item or bait-type item were available, it wouldn't take much to change the pattern to 1 string and 1 hook/bait. If that were desired.)
That's why I decided to suggest that these become available via villagers, to allow Peaceful players access to the drops without having to search across creation looking for buried pyramids and such.
And for the many people who just can't get over this fact: Perfectly rational people derive pleasure from playing certain games on peaceful. Minecraft is one of these games. If you can't accept that they're enjoying themselves on their own terms, you can at least keep your prejudices to yourself.
