I made some but haven't tried them yet. I was thinking about trying it on something like a wither or the dragon.
Before the rocket powered elytra I thought healing arrows would be a good way to propel yourself (with a punch II bow). Boost and heal the damage. Don't know how well that would have worked, though, because I never tried it.
I used to think in terms of SP worlds, fireworks and the various effect arrows were the least useful things that had been added in recent times. With the advent of using fireworks for powered Elytra flight, I think these arrow types stand out on their own. I can't really imagine a situation in SP where they would be useful. Plus the ones i've crafted lose so much of the effect duration during the crafting process its even less worth doing. I did make some of the ones using glowstone, that highlight a target when hit; that was kinda neat, but the novelty wore off. Lets face it, the only tipped arrow the Mojang guys shoulda added was explosive ones; maybe two types, a weaker one made from gunpowder, a stronger one from dynamite, great for en masse mob killing, or even land clearing/demolition. Now they would have been awesome. I used to play Survival Craft on my Android tablet, and the explosive tipped quarrels for the crossbow were brill.
Tipped arrows of Instant Damage II inflict 12 damage upon impact. This damage overrides the arrow's damage because of how damage immunity works. Armor does not protect against potion damage, however, the Protection enchantments does. A full set of Protection IV will cause the arrow to do 4.32 damage instead of 12, and the Power enchantment on your bow will make no difference. However, flame will still inflict burning damage over time. Overall, I've found tipped arrows of Poison (0:11), with {Potion:"minecraft:long_poison"} to be more effective. It deals 1 damage every 24 ticks for 216 ticks, so 9 damage in total. However, it deals 9 damage over time in addition to the arrow's regular damage.
I spent a lot of stacks of arrows and a lot of time getting the arrows to make a STACK of harming arrows!
Was that really worth it? My Bow's enchantments are:
- Power V
- Unbreaking III
- Flame
- Infinity
- And punch II (i think)
This is my SSP (survival single player) world. Nobody will be joining it.

If it's for PVP, definitely. Hitting any player with one will deal 3 damage, regardless of armor.
Watch out for the crabocalypse. Some say the day will never come. But it will.
