Generally I find Mending and tool-enhancing enchantments to be the best. And I can get different enchantment for different versions of the same tool. Like I can have one pick specifically for mining ores, which has Fortune on it, or another specifically for stone, which has Efficiency on it.
As for weapons, I find Infinity on bows is the best for most cases. Other enchantments are okay if you can get them. I find Power is the best for it. For swords, get Sharpness for a general combat sword, and if you want to, put Fire Aspect on another sword for harvesting meat from animals.

I agree with most of those; however, I would never use Thorns on armor, even if it had Mending, because it makes it wear out 2-4 times faster (even if no damage is inflicted it takes off another point, and two more if it does. This far offsets any advantage that even an infinite level of Unbreaking would have, since it only works 40% of the time on armor). The damage inflicted is also not very high, as little as a fist.
Also, Blast Protection is a must if you want to be able to survive point-blank creeper explosions on Hard, since armor penetration will reduce the protection of even full diamond armor to as little as 16% (20% of the base armor points) and full Protection IV only reduces damage by 64% (effective on damage that bypasses armor, so that's 64% of 84%) for 69.76% damage reduction, or 22 points of damage received. Replacing one Protection IV with Blast Protection IV will reduce damage by a total of 83.2% at worst, or 12.2 points of damage taken. On Normal this is not as big of an issue (Protection IV alone is sufficient) but it ensures you don't lose more than a few hearts; other mobs deal far less damage so the loss of some protection against them is not a big deal (since 1.9.2 diamond armor also has double the armor penetration resistance of other armor, indicated by +2 armor toughness; it requires 4 points of damage to penetrate one armor point instead of 2, it must be full armor though). I also recommend Feather Falling IV on your boots, which together with at least 2 pieces of Protection IV will reduce fall damage by 80% (independent of what armor you have since armor by itself has no effect), allowing you to survive falls up to 103 blocks.
I prefer not to use Fire Aspect on general mob-fighting swords since zombies can set you on fire; I've died before because of this and the fire damage is of little use when another hit deals far more damage, plus Looting only works if the killing damage source is player-inflicted. As for Silk Touch, if you are mining ores it is best not to use it unless you want the ore blocks since you can save far more space by crafting resources into blocks (1 block = 9 resources; even with Fortune only lapis drops more than that, and it is rare enough that it doesn't make a big difference); this enables me to mine thousands of resources without having to empty out my inventory (or Ender chest).
It is also not a good idea to make items with as many enchantments as possible since to do so requires combining them in the anvil, which will reduce the number of repairs you can make, and thus the lifetime (you get a total of 6 operations or repairs); Mending negates this problem though.
(I still play on an older version which additionally influences how I choose enchantments; Thorns armor is also incredibly expensive to repair (it adds 24 to the repair cost), Blast Protection is also extremely expensive (+16, Protection is only +4), though the lack of armor penetration makes it unnecessary, and more than 2 enchantments makes it difficult, if not impossible, to repair anything (renaming an item will keep the cost from increasing, making it sort of like Mending, which did not exist yet, but using the anvil to repair items)
