Almost no matter what, my hotbar always seems to look like this:
1-Ranged Weaponry. I typically use the Fey Wand from Druidry because the cats are pretty OP. But sometimes a bow of some sort.
2- Stone Pick/Hammer. Just something cheap and easy to use to clear out large spaces.
3- Iron or better pickaxe. Something stronger but still easy to use.
4- Iron Sword or better.
5- Weapon with armor piercing. One of the mobs in my pack has the equivalent of Diamond armor and they spawn everywhere. They never move, can't do direct damage, but I try and take them out quickly because they tend to get on my nerves with the mobs they summon.
6- Whatever item I need for my current mod focus. Typically a wand or sacrificial knife.
7- Torches or food. Seriously, one or the other. Typically it gets switched with the iron sword when mining.
8- typically an empty slot that fills with whatever.
9- typically an empty slot that fills with whatever.
Clearly not the best set up, but especially with some of the mobs that can appear in mine, it's important to have a ton of different weaponry on you. By the end of the night, my backpacks and my inventory are all filled with lootbags, drops, and the occasional rare item drop that can't stack.
I always carry the essential tools (pickaxe, axe etc) as well as a bucket of water in case I need to go down a really steep cliff quickly or put out fire/lava, and a light source. Also food, never forget the food.

I would strongly recommend having a food, potion, or totem of undying in your hotbar at all times.
Also I misread 'Fires Res Pot' as cauldron. What is your view on carrying a cauldron and a bucket of water (and maybe wood trapdoors to ease sliding into the cauldron) on your hotbar in the nether?

I prefer a totem, as with an elytra it’s pretty easy to escape most situations, and totem is more helpful if you’re burning to death or something like that. Although I like to have a shield in my inventory, just in case. On cauldrons and water, I think a cauldron and a bucket of water might be a good strategy if you were planning to farm blazes and didn’t have potions yet, but I think that it’s too much of a hassle in most situations.

During a raid I will prefer a shield, and have a backup kit and set spawn nearby in case I die, unless I’m on my hardcore world, in which case I mainly fight from high up using a bow, and I will have a totem. For a skeleton trap, I do use a shield though, as I find it safer than using a totem.

I intend on bringing fire resistance potions for long haul Nether expeditions, but most of the time I don't need them, in the Overworld the Wither is the only reason I'd consider potions.

I would rather use magma blocks for air, but I understand your choice with ocean monuments. Otherwise I agree. I don't use slow falling potions though because phantoms are annoying to kill. I just pack lightly for the End, bring lots of blocks to bridge on, and an ender chest with actual gear.

My system is extremely strict:
Slot 1: Food
Slot 2: Torches
Slot 3: Sword
Slot 4: Pick
Slot 5: Shovel
Slot 6: Axe (flexible)
Slot 7-9: Can be ladders, dirt, cobble, netherrack, bow, fishing rod, crafting table...
This works very well for mouse scrolling between food, torches, and sword, for caving and night time exploring.
The tool order is based on frequency of use.
I've used this system since 1.5.2 (2013) and it never failed me.
Always the same:
1) bow
2) sword
3) Netherite pick
4) Netherite Axe
5) Netherite Shovel
6) Torches
7 - 9) FREE
